Description:

THE EMERGENCY HEALTH I&IT SOLUTIONS & TECHNOLOGY MANAGEMENT BRANCH AT THE MINISTRY OF HEALTH (MOH)

The Emergency Health I&IT Solutions & Technology Management Branch (EHSTMB) delivers a wide range of mission- and business-critical solutions to enable business delivery and transformations. EHSTMB supports life-critical services such as ambulance dispatch functions across Ontario. They deliver solutions for partners, primarily the Emergency Health Services Division, running 911 land ambulance communication services. In addition, they manage and support application and telecommunication solutions, GIS and data services as well as Security Operations, Disaster Recovery planning, and IT Portfolio and Technology Management. The branch develops and maintains mobile applications and data exchange services (including real-time dashboards) for use by various client organizations, including 911 Dispatch Centres, Paramedic Services, Fire and others. These critical applications and technologies are used by the Ministry to support 24x7 mission critical 911 call taking and ambulance dispatch functions across the province.
If you have experience leading or coordinating I&IT initiatives and teams, consider this challenging opportunity within the Emergency Health I&IT Solutions & Technology Management Branch and be an integral member of a team providing overall team leadership, strategic advice and guidance to cross-functional, multi-disciplinary subject matter experts, external consultants, solution vendors and hosting providers.
Note: This position is located at 5700 Yonge St, North York, 222 Jarvis St, Toronto or 49 Place D’Armes, Kingston, however alternate work arrangements may be available.

INTERPERSONAL, CONSULTATION AND STRATEGIC ADVISORY SKILLS:

  • You have interpersonal, consultation, and strategic advisory skills to provide strategic advice and guidance, persuade stakeholders to adopt a course of action, and make recommendations to stakeholders and team members.
  • You have consultation and mediation skills to build consensus, resolve differences and conflicts.
  • You have negotiation skills to draft service agreements, resolve resourcing issues, as well as develop and maintain stakeholder relationships and overall client satisfaction.
  • You can act as a central coordination point for a range of deliverables and issues for the branch.
  • You can serve as a liaison with branch management and other areas of the branch and OPS.

ORAL AND WRITTEN COMMUNICATION SKILLS:

  • You have oral communication skills to determine business/client requirements; to make presentations and to conduct briefings with stakeholders, external vendors and solution providers.
  • You have communication skills to manage the development, editing and formatting of a range of documents (i.e., planning documents, reports, briefing notes, business cases, communication plans, correspondence, memos, proposals, contracts, executive letters, spreadsheets, minutes, presentations).
  • You can provide support on special projects and assignments.

COORDINATION AND ORGANIZATIONAL SKILLS:

  • Project planning and management theory, methods, techniques, standards and best practices related to all phases of an IT project life cycle including planning, estimating, scheduling, measuring, monitoring, controlling and reporting, to lead projects or segments of projects; and change management principles and techniques to facilitate business process change.
  • Resource management approaches and strategies, including financial management to develop and manage project budgets; Knowledge of procurement and tendering policies and processes, to participate in acquiring, negotiating goods and services, and/or to administer contractual agreements.
  • Leadership skills to guide the work of project staff and teams.
  • You have demonstrated skills to co-ordinate overall Project level initiatives.
  • You can provide advice and guidance on the use of information technology in client business planning and business improvement initiatives.
  • You can plan, organize, schedule, and coordinate resources and material resources to support enterprise level initiatives.
  • You have well developed planning and organizational skills to track and coordinate a wide variety of activities with changing priorities.
  • You have proven time management skills to manage conflicting demands and meet deadlines in a high-pressure environment.

Responsibilities:

As an I&IT Project Manager, you will:

  • Plan and provide enterprise project management for medium-sized or multiple, concurrent small-sized projects to meet both critical client business requirements and I&IT requirements relating to infrastructure changes, solution renewal and modernization, operational support and capacity management.
  • Provide overall team leadership, strategic advice and guidance to cross-functional, multi-disciplinary project team members through all phases of the project.
  • Manage and direct the work of project staff such as plan and schedule assignments, monitor and review work for achievement of objectives, ensure completion of work within assigned deadlines.
  • Provide overall leadership and direction of business and I&IT needs analyses and identification of client and business/technology requirements.
  • Provide management of non-project related enhancements and operations including coordinating infrastructure related changes impacting operational support of solutions, responding to and managing production incidents pertaining to branch supported solutions including stakeholder engagement and issues management.
  • Consult with clients, stakeholders and the IT vendor community to provide technical advice and recommendations to IT senior management and business clients.
