Description:

Are you a highly organized and motivated individual with experience running the day-to-day operations of a large organization? Consider this position with the Office of the Chief Information Officer/Assistant Deputy Minister in the Health Services I&IT Cluster (HSC), where you will mobilize teams towards business and operational objectives and support the development of procedures, guidelines, and plans to support operations, divisional events, and communications. The position is also responsible for the oversight and delivery of administrative services, adding value to processes and ensuring that there is a focus on continual improvement. As part of this role, the operations lead acts as a subject matter expert and may take on more complex work in developing plans and deliverables and interacting with key partners. Subject matter expertise includes administrative support services, operations and communications, and issues management in the area of information and technology services.

COMMUNICATION, INTERPERSONAL AND CONSULTATION SKILLS

You have demonstrated:

  • political acuity and diplomacy to represent the province at inter-jurisdictional meetings and to respond to requests for information regarding matters of political sensitivity
  • experience leading consultations among colleagues and stakeholders at all levels within the organization (e.g. OPS executives, senior management, ministry level staff)
  • experience developing and presenting project plans, in-depth analysis, reports, and briefing notes
  • advisory and consultation skills to provide policy advice and expertise on a range of strategic research and innovation issues
  • consensus-building and negotiation skills to build and maintain strong relationships with multiple stakeholders and clients (e.g. partner branches, ministries)
  • consultation and influencing skills to recommend and support I&IT corporate policy and strategy to senior officials and management (e.g. within own and other ministries)
  • conflict management and facilitation skills to work effectively with clients, partners and stakeholders to resolve and respond to contentious issues, maximize team contributions and produce required deliverables

ANALYTICAL, RESEARCH AND PROBLEM SOLVING SKILLS

You have demonstrated:

  • experience assessing policy/program needs, devising evaluative methods, developing options/making recommendations, and developing I&IT strategies and policies
  • experience anticipating and optimizing outcomes, minimizing negative consequences and mitigating risks
  • experience ensuring the alignment of policies, priorities and programs with international standards and industry best practices
  • knowledge of research and analysis techniques to interpret and advise on environmental scans
  • experience conducting and evaluating environmental scans of I&IT strategies, policies, programs and proposals to identify existing and emerging issues, changes, and trends
  • experience developing/recommending options and responses to contentious issues and situations
  • the ability to assess issues and trends in information and information technology to identify impacts on Government I&IT policies and enhancements
  • experience evaluating corporate policy needs and options and identifying implications for diverse stakeholder groups (e.g. client ministries, agencies and the OPS)

LEADERSHIP AND PROJECT MANAGEMENT SKILLS

You have:

  • knowledge of strategic project planning, management and evaluation techniques, tools, methods and standards to lead corporate policy development projects
  • project management expertise to design and lead strategy and policy development projects
  • leadership and mentoring skills to encourage the meaningful participation and contribution of more junior members of the strategy and policy teams
  • experience planning and leading I&IT policy and strategy research, analysis, and development projects and divisional events
  • the ability to concurrently lead cross-ministry, multi-stakeholder projects, to ensure the development and delivery of desired deliverables on time and within budget, often with conflicting deadlines

I&IT TECHNICAL KNOWLEDGE & EXPERIENCE

You have demonstrated knowledge of and/or experience with:

  • current IT systems, trends, issues and developments, as they relate to government policy and strategy
  • contributing expertise to systems designs, and developing policies and practices that ensure integrity and security of information
  • solutions design, development, integration and implementation
  • information technology concepts, protocols and conventions

OTHER ESSENTIAL KNOWLEDGE:

You have:

  • a demonstrated ability to see the bigger picture, and who can provide strong thought leadership amidst diverse and complex topics
  • demonstrated understanding of government priorities and program directions to understand the impact of I&IT strategy on program delivery
  • demonstrated understanding of corporate policy and strategy development principles, practices, and approvals processes
  • demonstrated understanding of relevant legislation and regulations, as well as current government priorities

Responsibilities:

As the I&IT Senior Policy & Strategy Team Lead you will be responsible for:

  • supporting the development of the strategic plan/ opportunities within the division through the development and maintenance of a strategic roadmap;
  • planning and managing the research on a wide range of issues to develop corporate strategy and complex policy initiatives related to I⁢
  • building key sector relationships and leading consultation processes with other ministry and inter- jurisdictional stakeholders;
  • leading the development of formal products relevant to I&IT policy and strategy;
  • planning, leading and coordinating corporate I&IT policy/strategy review, analysis and development projects;
  • ensuring strategies, systems, practices and processes introduced enhance overall program operations, integrity and reliability of corporate data and information across the OPS;
  • leading the research, analysis and resolution of Government I&IT enterprise strategy and policy issues;
  • developing options and recommendations for the enhancement of IT solutions;
  • acting as a corporate resource on emerging trends and innovative I&IT tools and practices;
  • providing technical leadership, advice and expertise to a wide variety of stakeholders regarding resolution of sensitive, contentious policy issues, policy proposals and management practices.
