JOB SUMMARY

The Social Value and Performance Manager will be responsible for maximising the social value of investment as part of the Sustainable Communities for Learning Programme.
The current phase of investment will see £2.3bn investment in new and refurbished school and college buildings across Wales. Of this, £1.8bn will be capital funding and £0.5bn (capital equivalent) of revenue funding through the innovative finance Mutual Investment Model (MIM). A further £1.5bn has been committed for the next phase of the Programme.
The post holder will take a leading role in working with our wide range of delivery partners to ensure community benefits and broader social value benefits are developed, delivered and reported (published) consistently across the Sustainable Communities for Learning infrastructure investment Programme. This will include maximising the opportunities that infrastructure investment projects offer towards wider socioeconomic benefit. The post holder will also work closely with colleagues from across the Welsh government to review and update programme guidance and targets.
The post holder will also be responsible for the collection and assessment of other programme performance data such as post occupancy evaluations.

JOB DESCRIPTION

Other responsibilities include:

  • Review and update the programme guidance on the delivery of social value, ensuring consistent development, delivery, and reporting across all delivery partners.
  • Support delivery partners, including identifying training and development opportunities.
  • Work with internal departments to review targets to maximise social value.
  • Review process for capturing and reviewing programme performance data.
  • Build and maintain strategic partnerships and relationships, and influence others where there may be divergent and conflicting views, ensuring the business areas understands the financial implications of decisions and available choices associated with both capital and revenue funding.
  • Create professional relationships and personal credibility with stakeholders, including Local Authorities, Further Education Institutions, Dioceses Bodies, and the Welsh Education Partnership Company (WEPCo) ensuring that social value is embedded into the heart of decision making for all investment decisions.
  • Creating opportunities to share best practice and knowledge across the Programme Team, stakeholders, and colleagues across the Department, including supporting the preparation and delivery of stakeholder workshops.

The post holder will need to hold the following skills:

  • Possess sound analytical skills and good judgement to inform decisions when providing options or advice to others.
  • Outstanding relationship management skills and personal credibility with senior stakeholders both inside and outside of the Welsh government.
  • Highly developed communication skills and the ability to present complex information from a range of sources clearly for all audiences.
  • An ability to influence, negotiate, deliver, and report against positive outputs and outcomes from client and construction supply chains,
  • Able to agree and set stretching targets and Key Performance Indicators that add tangible value to stakeholders including local communities.
  • Able to mentor and support stakeholder staff across local authorities and further education institutions to ensure project benefits are maximised through project investments.
  • Ability to work successfully as an individual as well as a key team member.
  • Confident in communicating in an appropriate style to a wide audience.
  • Ability to work under pressure and to tight deadlines.
  • Results driven with an appetite towards continuous improvement.
  • Comprehensive understanding of Microsoft Office with specific reference to Word, Excel and Powerpoint.
  • Confident in preparing, presenting, and leading presentations to LA and FEI stakeholders and their commercial delivery chains.

PERSON SPECIFICATION

  • Identify and liaise with relevant stakeholders, including WG internally, Local Authorities, Further Education Institutions, Construction Industry Training Board (CITB), Constructing Excellence in Wales (CEW) and approved procurement frameworks.
  • Engage with the internal departments to undertake analysis, research and evaluation work relevant to policy areas to ensure policies and interventions are evidence based and developed appropriately.
  • Work closely with colleagues in our Commercial & Procurement Directorate and across the Welsh government to lead on policy analysis within the team responsibilities.
  • Respond to a range of queries and use sound judgement and interpretative ability to resolve operational or complex problems within a framework of rules, regulations, and procedures.
  • Use Judgement and interpretative ability to weigh up a number of factors to produce constructive ideas and solutions.
  • Lead on the drafting of documents, including Ministerial submissions, briefings, impact assessments, consultations, guidance material, papers and other written material as required. Provide responses to Ministerial correspondence and other government business for clearance by a senior manager.
  • Represent Welsh Government in direct engagement with a range of external stakeholders on key policy areas, including promoting Welsh Government packages of work and seeking assurance and information about the work of others.
  • Provide regular updates to the Education Investment Panel and other stakeholders.
  • Maintaining stakeholder lists and contacts and networking with the sector in maintaining a detailed understanding of the individual drivers of stakeholders.
  • Design and implement stakeholder training and delivery plans to ensure effective engagement.
  • Work with colleagues in Welsh Government’s Procurement and Skills Departments in establishing joined-up opportunities for the delivery of complimentary policies, commitments, and priorities – with a strong emphasis on driving continuous improvement through Grant Funding terms and conditions that creating training, upskilling, work experience and apprenticeship opportunities for local communities.
  • Ensure the principles of social partnership underpins the work of policy development.
  • Maintain a working knowledge of influential issues in regard to Social Value.
  • Provide coaching and support to transfer knowledge across the programme team.
  • Manage any staff within own area of responsibility, including work allocation and prioritisation, performance management, training, and development, mentoring and coaching.

TECHNICAL SKILLS
