SUMMARY

This position supports the maturing of information management practices by leading records management initiatives, processing freedom of information requests, and supporting BCFSA’s privacy management program.

ACCOUNTABILITIES

  • Develops and implements strategies for maintaining sound records management practices, including optimizing storage, retrieval, archiving, and secure destruction of records processes.
  • Supports BCFSA’s data strategy and mature data governance practices as required.
  • Leads the implementation and maintenance of the corporate records management system, digitization and metadata standards, and information management projects, working with business and technical stakeholders, to meet regulatory and business requirements.
  • Assigns or reviews document classification to ensure consistent application of the electronic records classification system compliant with ARCS and ORCS.
  • Recommends coaching and training initiatives in records management tools and resources based on staff needs.
  • Manages intake for FOI requests, including responding to applicants, providing guidance to staff, and estimating time required to locate and prepare information packages to support the Freedom of Information and Protection of Privacy Act.
  • Provides advice, recommendation and oversight to staff on requests for information and prepares information packages in response to FOI requests using established legislation, regulations, policies and guidance.
  • Manages the collection of responsive material and arranges release of the material, including review and sign-off as appropriate.
  • Seeks guidance on unusual matters and escalates files when matters are outside established criteria or where issues are contentious.
  • Supports the corporate information sharing agreement program by maintaining the registry of agreements.
  • Prepares privacy impact assessments and tracks initiatives or systems that have not been fully assessed for review by the Manager.
  • Conducts privacy reviews of projects, programs, or initiatives as assigned by the Manager, and supports mitigating privacy breaches.
  • Contributes to the team’s development of internal work practices (e.g., policies, procedures, and tools) and assigns work of the team, as well as managing the central inbox, reports on FOI requests, and contributes to the FOI Database.
  • Contributes to, participates in, and supports organizational business transformation projects and initiatives.

JOB REQUIREMENTS

  • Minimum 3 years of experience in related field.
  • Knowledge of records management systems.
  • Experience working in a confidential capacity and leading others.
  • Knowledge of financial, records management, and information and privacy policies and procedures, the Information Management Act, ARCS/ORCS, and the Freedom of Information and Protection of Privacy Act.
  • Ability to establish and maintain effective working relationships and communication with a variety of stakeholders.
  • Excellent organizational skills to manage diverse workloads effectively and independently with high attention to detail.
  • Proficiency in using Microsoft Office suite of products, including SharePoint.
  • Knowledge of Microsoft Purview compliance centre is an asset.
  • Ability to exercise judgement, initiative, and discretion.
  • Ability to identify and recommend improvements to processes to advance service levels for both internal and external users.
  • Excellent written and verbal communication skills and strong presentation skills.
  • Work collaboratively with a variety of work teams.
  • Strong preference will be given to candidates with experience in handling freedom of information requests and/or privacy impact assessments.

EDUCATION

  • Diploma or degree in business administration, public administration, records management, or equivalent, or combination of education and experience in records management, freedom of information, and/or privacy.
