JOB SUMMARY

The Asset Management Branch is responsible for the cost-effective management of the City’s $20 billion public works infrastructure assets, carrying out or overseeing the provision of planning, analysis and needs evaluation specifications, and Request for Proposal (RFP) development, evaluation and selection.
You are responsible for conducting the needs analysis and the development of rehabilitation programs for infrastructure projects through the coordination of research data, gathering and analysis of existing infrastructure and prioritization of rehabilitation needs. Duties include preparing long range planning, needs and feasibility studies for the City’s infrastructure systems (such as pavements, structures, buildings, parks, watermains and sewers), providing information to address/resolve inquiries from the general public and elected officials, and assisting in the preparation of renewal programs and budgets.
Infrastructure Assessment Engineer-Pavement is under the Roads team in the Linear Asset Management Branch. Primary responsibilities of the position include among others, condition assessment of City’s road network including pavement, multiuse pathways and sidewalks, identifying pavement renewal strategy including design, preparing project charter, supporting design & construction team during implementation, leading consultant assignment for various pavement and embankment related studies, coordinating with stakeholders etc.
Infrastructure Assessment Engineer-Structures is under the Structures team in the Linear Asset Management Branch. Primary responsibilities of the position include among others, leading regulatory/non-regulatory inspection of roadway and rail carrying bridges, bridge-culverts, retaining walls, noise barrier and other structural assets, carry out detailed condition assessment and financial analysis of options, risk & criticality assessment, hydraulic and hydrological assessment of bridges and culverts, preparing project charter for renewal and replacement, supporting design & construction team during implementation, leading consultant assignment for various structural studies, structural design review, and coordinating with stakeholders etc.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering or Applied Science from a recognized university, preferably in a civil, mechanical or electrical engineering related discipline
Minimum of 5 years of progressively responsible and practical experience in relevant engineering field with thorough knowledge of infrastructure system design, construction and operation

KNOWLEDGE

• Complex infrastructure systems (such as pavements, structures, buildings, parks, watermains and sewers) and asset management principles, as applicable to the specific position responsibilities
• Infrastructure renewal techniques, methods and theories
• Engineering planning, design, construction/rehabilitation pertaining to the work, and related national, provincial and municipal engineering standards, including legislation, regulations, codes and By-laws
• In-depth knowledge of the City’s infrastructure, including design, operations and performance
• Principles of project management to plan, organize and control project budgets
• Principles for evaluation of deficiencies in infrastructure system components
• Legal issues pertaining to infrastructure system components, specifically related to the preparation of supporting documentation for proceedings regarding litigation, contract disputes and cost sharing
• Working knowledge of Infrastructure Management Systems, digital inventories and schematic mapping with an ability to determine data requirements, feasibility and architecture to manage the inventory
• Computer applications pertaining to database management, spreadsheet, GIS, word processing, e-mail and use of the Intranet and Internet
• Knowledge of applicable health and safety legislation, including the rights and duties of workers

• Language Requirement: English oral, reading, writing
• Driver’s License Requirement: A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated
