PROJECT SUMMARY:

The USAID/OTI Colombia Transforma 3 Program seeks to demonstrate the transformative power of the Peace Accord implementation in Colombia. To achieve this goal, the program works to strengthen leadership and collaboration between the Government of Colombia (GOC) and key territorial actors to accelerate implementation of the Peace Accord. The program works directly with the GOC at national, departmental, and local levels, with local organizations, and directly with communities to pursue robust and collaborative Peace Accord implementation. This collaborative approach helps to demonstrate that an integrated, comprehensive approach to the conflict also provides solutions to some of the country’s biggest problems, including rural insecurity, land formalization, and illicit economies. Implicit in this approach is support to the GOC in understanding the unique post-accord drivers of instability and support for piloting innovative solutions. The program operates primarily through an extensive portfolio of small, primarily in-kind grants, seizing on local windows of opportunity in pursuit of both individual regional objectives and broader program goals. The program operates from a main office in Bogotá, with significant field office presence across multiple Colombian departments.

POSITION SUMMARY:

The Infrastructure Engineer will provide technical support to the Colombia Transforma Program team during the identification, structuring, implementation, and monitoring of construction activities and in the adaptation of small and medium infrastructure projects. This includes visits to technical infrastructure sites, support in the development of the following areas: monitoring and support, supervision, technical meetings and joint work with the communities, ensuring the successful implementation and completion of program activities in the departments, among others. This position will be based in the regional program office of Nariño and will have a fixed-term labor contract.

QUALIFICATIONS:

  • Bachelor’s degree in engineering or a related field is required.
  • Minimum five years of experience in the planning and implementation of community-focused infrastructure projects is required.
  • Experience in the planning and implementation of small infrastructure projects, preferably with communities in rural areas and beneficiary populations, and collaboration with local and regional authorities at the national level is required.
  • Experience as a resident and/or construction manager, contractor, designer, auditor in social infrastructure projects, such as aqueducts, sewage systems, roads, educational institutions, or urban planning, is required.
  • Experience working on small and medium infrastructure projects is required, preferably with Cooperation Programs.
  • Experience in implementing Environmental Management Plans is preferred.
  • Fluency in Spanish is required.

Responsibilities:

  • Coordinate the formulation and implementation of small and medium infrastructure activities in the intervention departments of the Program.
  • Review, verify, and approve the budgets, terms of reference and products of the activities.
  • Provide technical assistance for the formulation of construction projects and adaptation of small and medium infrastructure.
  • Supervise the works of small and medium infrastructure to ensure their stability.
  • Perform technical support to the Program team in the identification and feasibility of the development of small and medium infrastructure activities.
  • Develop infrastructure terms of reference in conjunction with the Program team in the framework of the activities.
  • Participate in evaluation committees that are required in the framework of the implementation of small and medium infrastructure activities.
  • Make recommendations in terms of viability and stability of the works, as well as the execution times.
  • Participate in the preparation of budgets for infrastructure activities that ensure the availability of materials for the implementation of the works.
  • Provide technical assistance in the field to execute the implementation plan, including monitoring visits, advice, and preparation of progress reports and recommendations.
  • Support in closing small program infrastructure activities.
  • Participate in technical meetings with different actors to present progress and results.
  • Support the Program in the implementation of the methodology for the realization of small and medium-sized infrastructure works, that ensure the involvement of the beneficiary communities and that allow for organizational strengthening in the Program.
