EDUCATIONAL BACKGROUND:

  • Bachelor’s or master’s degree in Economics, accountancy, Finance, Engineering, Public Policy, or a related discipline.Professional accountancy qualification (e.g., ACA, ACCA, CIMA, CPA) or equivalent qualification is required.

Professional Experience :

  • Demonstrated experience with the Infrastructure Guidelines or international equivalent.
  • Proven track record in financial modelling for Cost-Benefit Analysis (CBA) and/or Cost-Effectiveness Analysis (CEA).Experience preparing business cases for infrastructure or public sector projects.

TECHNICAL SKILLS:

  • Advanced proficiency in financial modelling tools (e.g., Excel, bespoke software).
  • Strong analytical and problem-solving skills with attention to detail.Familiarity with appraisal methodologies under the Infrastructure Guidelines.

INTERPERSONAL SKILLS:

  • Excellent written and verbal communication skills.
  • Ability to present complex analyses to non-technical audiences.Strong stakeholder management and collaboration abilities.

PREFERRED QUALIFICATIONS:

  • Certification or advanced training in financial modelling or project appraisal.
  • Experience in public sector infrastructure projects or consulting.Knowledge of sustainability metrics in infrastructure development.

Responsibilities:

ABOUT THE ROLE:

We are seeking a skilled and experienced professional to join our team as an Infrastructure Guidelines Specialist. The ideal candidate will have a strong background in applying the Infrastructure Guidelines (formerly known as Public Spending Code) in Ireland, combined with expertise in financial modelling for Cost-Benefit Analysis (CBA) or Cost-Effectiveness Analysis (CEA).
This role offers the opportunity to contribute to transformative infrastructure projects and ensure robust financial evaluation aligned with national investment priorities.

KEY RESPONSIBILITIES:

Infrastructure Guidelines Expertise :

  • Ensure all projects adhere to the latest Infrastructure Guidelines in Ireland, including evaluation, planning, and management of public investment projects
  • Apply Infrastructure Guidelines in project appraisal and development processes.
  • Provide guidance to stakeholders on compliance with national frameworks and ensure strategic alignment of capital projects with government priorities.Oversee projects from the strategic assessment and preliminary business case through to the final business case and post-completion review
