The Inspections Department is seeking candidates for the role of Customer Service Supervisor. This is an important supervisory and administrative position that requires a dynamic individual who is eager to lead and innovate within the department. The role involves leading a team of 2 permit technicians and fostering collaborative working relationships in Development Services. The successful candidate will be primarily responsible for overseeing the permitting process from initial intake to final issuance, and will also play a key role in assisting with the Department’s permitting software. Performs responsible administrative and supervisory work for the Inspections Department. Work involves heavy responsibility for the annual budget and the management of items within the development review process. An employee in this class is responsible for managing the permitting process from intake to final issuance. The work is highly customer-oriented and requires a comprehensive knowledge of the permitting process and the ability to work effectively with the public. Work in this class also serves as the Enterprise Permitting and Licensing (EP&L) software support leader for Inspections, which requires coordination and support for the Inspections Division for all EP&L related business. Work is performed under the general supervision of the Inspections Director. Supervision is performed over the permit technicians.
Examples of Duties
Manages and performs required supervisory duties for Permit Technicians
Manages the hiring process and training of new Permit Technicians
Manages and supervises the administrative operations associated with permitting,
Manages and balances workload for the permitting section; assigns work to Permit Technicians
Provide backup to the Permit Technicians
Knowledge of the building permit process and associated administrative code and general statute requirements
Coordinates the budget development process for the Inspections Department
Serves as an Administrator for EP&L Software and provides technical support related to development services processes
Responsible for EP&L software configuration, testing, and workflow development related to building permit processes
Create and maintain EP&L software process guides
Responsible for working directly with Tyler Support to problem-solve system issues in EP&L related to development services
Serves as a software administrator for Blue Beam Electronic Plan Review
Keeps Director informed of problems or issues
Verifies purchase order requests in accordance with Town policy.
Create and prepare monthly reporting of Inspections Department performance measures and strategic plan measures. Using the data collected, evaluate current processes/procedures and make recommendations/implement applicable changes to improve accuracy with permit application processing
Manages the design and updates for the department website
Serves as a Power user for Munis
Balances accounts and completes invoice processing, fuel statements, credit card statements
Tracks office supplies and orders as needed
Administrator for ACTA Outlook Plug In
Assures effective office operations and cooperation with field inspections work
Answers questions and consults with applicants, homeowners, engineering and architectural firms, builders, etc. relating to the plan review and permitting process.
Creates forms, publications and maintains related records.
Assists auditors with annual audit
Oversee records retention and public records requests for the Inspections Department
Oversees commercial and residential fee collections; prepares reports.
Coordinate express review, attend express review meetings and process all express review applications
Represent the department at various internal/external meetings
Complete required continuing education to maintain Permit Technician certification
Performs related duties as required
Typical Qualifications
General working knowledge of state codes, local ordinances, and construction; thorough knowledge of management practices; thorough knowledge of budgeting principles and practices; skill in reading and interpreting plans and specifications; ability to work with colleagues in different professional disciplines; ability to focus on detailed information; ability to establish and maintain effective working relationships with contractors and the public; ability to enforce regulations tactfully and firmly; ability to supervise the work of subordinates; ability to establish and maintain effective record-keeping systems; ability to anticipate and plan for varying work load; ability to demonstrate sufficient experience to thoroughly understand the work of subordinate positions; ability to answer questions and resolve problems.
Supplemental Information
Any combination of education and experience equivalent to the graduation from an accredited community college with a degree in Business, Public Administration or related field and extensive experience working in office management. Work in local government is preferred
