Reporting to the Supervisor of Construction Inspection, the Inspector Municipal Construction is responsible for the inspection and monitoring of construction and maintenance work of contractors engaged for municipal infrastructure contracts including utilities for conformance to specifications, contract documents, drawings and safety standards.

Major Responsibilities:

  • Coordinates scheduling and discusses details of pending repairs/construction work with staff, management staff, contractors, utilities and other agencies.
  • Monitors City and Municipal Development Construction projects, such as, the construction of watermains, sewers, sewer connections, storm water facilities, parks, roads and sidewalks to ensure that the work is in compliance with contract documents, drawings, referenced specifications & standards, grading sheets, the Occupational Health & Safety Act including other statutes and regulations.
  • Inspects materials to ensure that they are of the proper quality and in accordance with contract plans and City specifications and policies.
  • Carries out field inspection on construction done by Utility Companies, to ensure their adherence to previously approved plans and that restoration is to City standards.
  • Conducts visual inspections and arranges for on-site sampling and testing (e.g. air, slump and temperature tests for concrete, casts concrete cylinders, obtains temperature and samples of asphalt).
  • Prepares progress reports including materials/equipment used, hours worked and status of project completion and weather conditions.
  • Prepares extra work records and field instructions.
  • Attends pre-construction and job site meetings to discuss progress, resolve problems (e.g. completion dates, finalization, non-compliance). Liaises with general public, contractors, consultants, utilities, city staff and other agencies.
  • Maintains up to date records for “as-built” drawings as project progresses. Assists with preparation of contracts.
  • Performs warranty inspections for final acceptance and release of maintenance.
  • Reports non-compliance with the O.H.S.A. and other applicable regulations; recommends and take corrective action.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  • Certified Engineering Technician/Technologist and/or approved equivalent combination of post-secondary education and experience.
  • Considerable experience in the construction and inspection of municipal infrastructure including roads, sidewalks, sewers and watermains.
  • Considerable experience in road paving and/or road reconstruction.
  • Must possess and be able to maintain a valid Province of Ontario, Class “G” Driver’s Licence and must have daily access to a fully insured and licensed vehicle for on the job use.

You must also have:

  • Must be available to work shifts, weekends, evening, night and/or overtime
  • Considerable knowledge of the type, quality, and quality assurance methods required for the construction of sewers, watermains, sidewalks, road construction and storm water management facilities.
  • Extensive knowledge in the application of the Occupational Health & Safety Act and the regulations that apply to this work including confined space entry, traffic control, WHMIS, first aid, etc.
  • Ability to read and interpret various types of technical drawings including specifications and contract documents related to various engineering disciplines (i.e. construction, civil, mechanical, electrical, instrumentation, information technology, process).
  • Knowledge of construction methods as related to the major responsibilities of the position.
  • Ability to determine whether the construction work performed is in accordance with required standards and contract documents.
  • Ability to prepare concise and accurate daily inspection reports including field measurements for each workday at each project site.
  • Ability to provide work direction and training to others.
  • Good interpersonal and communication skills both verbally and in writing.
  • Extensive Knowledge of the Occupational Health and Safety Act
  • Ability to work in a highly demanding work environment with competing priorities and deadlines while planning, prioritizing and working independently
  • Ability to work well with multiple stakeholders
  • Ability to communicate and provide customer service to the public and different stakeholders.
