Description:

MINIMUM POSITION KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Must have at least four (4) years’ experience in Energy Management.
  • Must be certified by the Association of Energy Engineers (AEE).
  • Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.
  • Preference will be given to individuals who have worked on US Government and Military domestic and international projects.
  • Experience in the use of documents relating to the development of projects, contracting, and construction is necessary.
  • Working knowledge of Design Review, Project Mobilization, Quality Compliance, QA, Safety, Project Controls.
  • Excellent communications, effective leadership and interpersonal skills.
  • Capable of complete design services including electric power distribution networks, power load determination, exterior electric, interior electric, and site lighting.
  • Computer literate; can use Microsoft Office and Project, etc.
  • Ability to read and write English is required.
  • Candidate must be a USN to fill this position.
  • Strong ability to work and lead as a member of a diverse, dynamic team.
  • Outstanding problem-solving skills and sound judgment.
  • Possess a valid state issued driver’s license and passport.
  • Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.

Responsibilities:

PURPOSE AND SCOPE:

Manage all activities and functions related to leading, managing and directing the people and resources dedicated to performing utility and energy management and resiliency activities. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).

ESSENTIAL RESPONSIBILITIES:

  • Identify activities dedicated to achieving current federally mandated energy and water resilience objectives goals without degrading operational readiness or mission accomplishment.
  • Establish an energy awareness program to reduce personal and technological energy consumption through conservation and waste minimization.
  • Optimize alternative power sources, including wind power, at AAAF to reduce reliance on the power plant and generate monthly cost savings.
  • Establish utilities management processes to produce, treat, distribute, collect, and transmit energy.
  • Provide energy use (AFERS Report) and allocation data to support the SLD 45 Energy Management Program.
  • Review project designs to ensure that energy conservation measures are included.
  • Inspect insulation at all temperature-controlled facilities and submit a list of facilities & their corresponding insulation thermal resistance R-value.
  • Provide management of all utilities serving the installation to track and verify consumption and cost associated with each utility.
  • Provide metering support as required by 45 CES and accurately read all metered facilities and record data monthly.
  • Meter & manage the usage of petroleum, oil, and lubricants (POL).
  • Install, repair, replace, maintain, and calibrate all meters as necessary.
  • Calibrate meters according to industry guidelines and ensure calibration data is submitted to the SLD 45 Energy Management Office.
