QUALIFICATIONS

University degree in Education, Curriculum and Instruction, Distributed Learning, Educational Technology, or related field supplemented with minimum of two years experience.

Equivalency: Directly related experience or education considered on the basis of:

  • 1 year of education for one year of experience; or
  • 1 year of experience for one year of education.

The position requires experience specific to learning design and the development and use of learning technology.
Experience designing and developing online learning resources and the use of web based learning tools and resources is preferred.

QUALIFICATIONS

The Instructional Design Specialist requires the following knowledge, skills and abilities:

  • Enhanced knowledge of adult education and learning theory, concepts, methodologies, and techniques
  • Several years of demonstrated experience in curriculum design and development utilizing outcomes based education for distance delivery and face to face courses and programs
  • Several years of distance learning and/or face to face teaching experience
  • Demonstrated project management skills and a solid understanding of project management principles, methodologies, processes and best practices, with the ability to manage multiple projects and facilitate stakeholders
  • Familiarity with a variety of instructional technologies: eLearning content creation software (such as Articulate Storyline, RISE), Screen casting Technologies (such as Camtasia, Relay, etc.), and Online Webinar tools (such as Adobe Connect)
  • Demonstrated ability to use Microsoft software, including but not limited to Microsoft Office, PowerPoint, Project and Publisher.
  • Good understanding of and experience working with Learning Management Systems (e.g. 1GX, SharePoint, SilkRoad)
  • An ability to employ analytical, problem solving and strategic decision making skills regarding data from needs assessment phases and evaluations.
  • An ability to pro-actively identify concerns, issues and potential solutions and recommendations to bring to the Manager.
  • Exceptional verbal and written communication skills, particularly in terms of preparing reports, communicating client needs, presenting recommendations on possible solutions to training issues, and facilitating groups of various stakeholders
  • Organizational agility
  • An ability to employ research-based methodologies to adequately acquire data during the needs identification, assessment, and evaluation phases of training.
  • A working knowledge of learning challenges faced by trainees and available solutions (including knowledge of Government programming or internal supports).
  • Good knowledge of emerging trends and issues related to training and professional development
  • Good knowledge of applicable acts, legislations and policies that guide content included in training programs

  • An ability to develop policies and procedures pertinent to training program development and implementation

ROLE RESPONSIBILITIES

The Instructional Design specialist is a critical position on the Business Integration Training and Development team. This position is responsible for developing and delivering effective training to support front line SFHW staff. The training developed by this role enables staff to be effective and supports safe, fair and healthy workplaces in Alberta. This position is also responsible for the maintenance and management of divisional learning management systems and other training resources.
Reporting to the Manager, Training and Development, the position will function as a member of the Training and Development team in Business Integration (BI) working closely with Occupational Health and Safety (OHS) and Employment Standards (ES) staff. The successful candidate will develop new curriculum that supports effective program delivery.
The Instructional Design Specialist plays a significant role in achieving immediate and long-term outcomes which impact directly on the ability of BI to develop and deliver training products that result in competent, credible, and confident Safe, Fair, and Healthy Workplaces staff.
The Instructional Design Specialist develops and aides in the implementation of high quality curriculum that will meet Ministry and stakeholder needs and produce the required competencies for service delivery. In order to develop effective programs, the Instructional Design Specialist actively explores new approaches, tools and technologies that can enhance the efficiency, effectiveness and validity of training.
The Instructional Design Specialist works with team members to deploy training options via the learning management system (LMS). As needed, they also update and maintain training records within the LMS. The position is a key resource to OHS and ES staff members and subject matter experts to ensure that training concepts, andragogy, and standards are aligned with adult learning principles and the mandate of SFHW.
The position must create and establish positive working relationships with a diverse range of internal and external stakeholders, including subject matter experts, instructors, and other divisions within the ministry of Labour. The position must also develop and employ comprehensive consultation strategies and methods to obtain input from various stakeholders and manage the competing stakeholder interests and views in order to successfully develop and design training programs.

The position must also develop and employ comprehensive consultation strategies and methods to obtain input from various stakeholders and manage the competing stakeholder interests and views in order to successfully develop and design training programs.
The Instructional Design Specialist position is a critical resource providing advice and consultation on training program design, development, and program delivery; training policy application; competency development; and curriculum development.

Responsibilities include:

  • Analysis: conduct analysis to assess jobs and tasks, existing knowledge and performance, and determine requirements of training needs or identification of a learning problem.
  • Design: systematic process of creating learning outcomes, user-interface (classroom or e-learning) and content.
  • Development: create content and learning materials (e.g. lesson plans, PowerPoint, handouts, scenarios, course training standards, e-learning modules, etc.), as well as develop assessment tools (written exams and rubrics).
  • Implementation and evaluation: oversee the implementation of a course to assess the effectiveness of the training.
  • Program and curriculum quality control: Develop and conduct formative and summative assessment of the overall program to evaluate the effectiveness and progression of learning (e.g. student feedback and transfer of learning).
  • Research on standards, tools and best practices for learning: Conduct research and analysis of provincial and national trends/standards in procedures, legal issues and other relevant areas to identify emerging training needs or best practices.
  • Engage in facilitation, teaching and mentoring duties: Deliver training materials as required. Role model new techniques and co-facilitate with training staff.
  • Liaising with external stakeholders, agencies, organizations and institutions: Establish and maintain effective working relationships, partnerships and networks that support effective development of training programs, curriculum development, identify best practices, and ensure consistency and efficiency in training program delivery practise.Other support: Generate policies, procedures, reports and briefing notes as requested.
