JOB SUMMARY

The mandate of Water Services is to provide treatment and distribution of a sustainable supply of high-quality drinking water and is committed to protecting the environment by collecting and treating wastewater for the health and prosperity of Ottawa.
You are responsible for the planning, coordinating, repairing and executing of the upgrade and optimization of the process control instrumentation systems and related maintenance activities within the Wastewater Treatment Plant or Wastewater Collection Facilities. Other responsibilities include optimizing control system loops, responding to process issues, diagnosing analog and digital instrumentation and controls system issues both independently and with the support of internal operations staff to troubleshoot, repair and maintain systems. You work in consultation with appropriate internal staff to select, implement and upgrade hardware and components.
In collaboration with appropriate staff, you also develop and determine maintenance procedures and frequencies within the operation of Wastewater Treatment Plant and Collection Systems Facilities. Your work is performed in accordance with corporate, departmental and branch policies, standard operating procedures and safety guidelines, and relevant legislation/regulations.

EDUCATION AND EXPERIENCE

Completion of 3 year college diploma in Electronics Engineering Technology, Electrical Engineering Technology, Instrumentation Technology or related diploma program with demonstrated background in analog instrumentation and digital control systems
Minimum of five years of experience as an Electronics / Instrumentation Technologist in an industrial setting, preferably in a water or sewage treatment plant

KNOWLEDGE

  • Installation and maintenance of instruments including primary elements (concentration, pressure, temperature, flow, etc.), transmitters and control elements (actuators)
  • Electronic and pneumatic instrumentation
  • PID controllers and loop tuning, SCADA, PLCs
  • Digital communications techniques & technologies
  • Computer and Instrument Networking Topologies, including HART and Ethernet/IP
  • Process Control Techniques and PLC Ladder Logic Programming
  • Calibration, programming, and configuration of instrumentation with smart transmitter technologies (such as: HART Protocol, Wireless HART, PROFIBUS, Foundation FIELDBUS and Ethernet/IP)
  • Preventive maintenance equipment
  • Fundamentals of wastewater processes and operations
  • Wastewater testing procedures
  • Software applications for maintenance management, data acquisition, data analysis (Excel)
  • Technical Safety Standards Association (TSSA) standards for all mechanical, fuel and HVAC equipment
  • Electrical Safety Authority (ESA) codes/standards for electrical equipment
  • Compliance requirements with Ontario’s Ministry of Transportation Commercial Vehicle Operator Regulations (CVOR)
  • Best practices and principles for the operations and maintenance of plant, facility or linear network assets
  • Environmental Services policies, procedures and standards for wastewater processes, operations and maintenance
  • Departmental and Branch quality control procedures
  • Health and safety procedures, equipment and legislation, including hoisting, rigging, protective clothing and equipment and confined space entry rules and regulations
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
  • Knowledge of laboratory procedures is desirable

  • Language Requirement: English oral, reading, writing

  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
