Position Overview:
The Technology Innovation and Services division is seeking an Interim Supervisor, Development (Web and Applications). Reporting to the Interim Manager, Systems Architecture and Development, the successful candidate will provide direction to development staff including those supporting the AMANDA permitting and land planning software, web-based technologies and web portals, Microsoft Power Platform and related technologies. Incumbent will work with stakeholder groups to understand business needs, ensure proposed development approaches will deliver business requirements and prioritize staff assignments to meet priorities and deadlines.
Responsibilities:
- Directly supervises the work of Programmers, Analysts and Application Specialists.
- Responsible for orientation, training, guidance, and mentoring of staff as it pertains to business processes and development work.
- Provides performance feedback and conducts staff performance evaluations, working with staff to develop skill development plans.
- Responsible for performance management up to and including recommending termination.
- Works with stakeholders to understand project priorities, scope and timelines.
- Schedules and plans resourcing of development staff for development initiatives, balancing workloads for staff and projects.
- Monitors development project schedules, helping to ensure that development work is meeting required timelines.
- Monitors quality of work and adherence to development standards and best practices.
- Meets with clients and analyzes and evaluates software-related needs for City departments.
- Communicates with other teams, departments and stakeholders on project status, challenges and development concerns.
- Evaluates staff training needs and assists to provide training opportunities based on projected project work, evolving technology and staff interests.
- Consults with Interim Manager, Systems Architecture and Development on development activities, project status and staff related matters.
- Meets weekly as part of TIS management team to discuss division initiatives, issues, staffing concerns, accomplishments, and strategic direction.
- Provides direction and recommends action to staff on health and safety issues; ensures the Occupational Health and Safety Act, its regulations, and other related legislation is followed.
- Performs other related duties as assigned.
Requirements:
- Minimum 3 year Degree/Diploma in a related field.
- Minimum 4 years’ related experience in an enterprise development environment.
- Demonstrated experience using application development lifecycle.
- Demonstrated experience of project management and control, management and implementation of systems.
- Demonstrated experience providing leadership in development activities in web technologies such as Java, .NET, Python.
- Demonstrated experience providing leadership in data management practices and working with data management staff to develop sustainable data management solutions.
- Preference will be given to candidates with development experience in AMANDA permitting and land planning software or similar technologies.
- Preference will be given to candidates with development experience in Microsoft Power Platform in an enterprise environment.
