The SBA Office of the Chief Information Officer (CIO) Information Security Division (ISD) supports the mission of delivering cybersecurity, privacy, controlled unclassified information program, and records management services throughout the SBA Enterprise. At a high level, the SBA Information Technology (IT) ecosystem consists of one preponderant 20,000 node Multi-Protocol Label Switched (MPLS) infrastructure, two on-premises data centers, and approximately seventy smaller field offices; and additionally utilizes resources from numerous cloud providers.
The Intermediate CUI Analyst ensures compliance with CUI mandates and standardizes how the organization handles and implements designations, safeguarding, disseminating, marking, decontrolling, and disposing of CUI; self-inspection and oversight requirements, and other components of the CUI program.

QUALIFICATIONS

  • Bachelor’s in Records Management, Information Management, Data Management, or related discipline
  • 5+ years of experience performing records management
  • ICRM CRM or 3+ years of experience performing records management and able to obtain ICRM CRM within 12 months of contract award
  • Background check

KNOWLEDGE, SKILLS, AND ABILITIES

  • Experience in data labeling, marking, categorizing controlled unclassified information, CUI destruction, or records digitization process.
  • Experience in lead roles, coordination, serving in the capacity of liaison, and pulling together a quality work product across the 3 disciplines: privacy, CUI, and records management or something similar.
  • Proficient knowledge of certain doctrines, including the Privacy Act of 1974, as amended, NIST 800-53 revision 5, E-Government Act 2002, Section 208, NIST SP 800-122, Executive Order 13556, Executive Order 13719, Presidential and Federal Records Act Amendments of 2014, FISMA Act 2014, OMB circulars A-130, A-108, and A-123.
  • Ability to multi-task and often short suspense; candidate must be comfortable in handling competing deadlines.
  • Excellent teaching, problem-solving, communication, and interpersonal skills.
  • Experience in applying Privacy risk management framework techniques to strengthen and mature the current Privacy Program, collaborating with the Chief Privacy Officer.
  • Ability to interact with a broad cross-section of personnel, including senior management to convey and ensure provisions of the Privacy Act, CUI, and Federal Records Act are followed.

Responsibilities:

  • Maintain current knowledge of applicable federal privacy laws and accreditation standards.
  • Conducts related ongoing compliance monitoring activities in coordination with Security Policy and Compliance and other compliance offices to include operational assessment functions.
  • Prepare and maintain a compliance crosswalk/matrix on SBA’s privacy documentation as it compares to federal laws, executive orders, federal standards, Office of Management and Budget (OMB) memoranda, circulars, agency internal policies, guidelines, National Institute of Standards and Technology guidance, and industry best practices.
  • Assist with creating desktop procedures, policies, standard operating procedures, checklists, reports, guidelines, correspondence, slide decks spreadsheets, Privacy webpage, Privacy Act Statements, PII Incident reports, notification letters, notices, and other privacy documentation as needed. Privacy documentation may include but is not limited to Privacy Threshold Analysis (PTA), Privacy Impact Assessment (PIA), System of Records Notice (SORN), Computer Matching Agreements (CMA), Privacy Act Statements, and Information/Data Sharing Agreements (ISA/DSA)
  • Other duties as assigned.
