About the Team you’ll be part of
We’re recruiting an internal communications professional to join our Internal Communications team. Working as part of the wider Communications team – which also spans external communications and digital and creative services – the successful applicant will be joining a busy, friendly team at the centre of Ofcom’s most important work.
Purpose of the Role
We’re looking for an internal communications professional with experience of working in a busy, high performing Internal Communications team, particularly through periods of organisational and cultural change and digital transformation. Reporting to the Head of Internal Communications, a key part of the role of the successful candidate will be developing and implementing multi-channel communications for around 1,500 colleagues, using a wide range of tried and tested and new and innovative communication channels. The role is a maternity cover role and will be a contract role of around one year.
The role will encompass business partnering teams across the breadth of Ofcom, our fantastic Corporate teams and working with our People & Culture team to support our leadership community.
Your key responsibilities
-
Plan, agree and deliver a wide range of internal communications activities that engage and energise colleagues through multiple channels, including face-to-face, hybrid and virtual events.
- Collaborate with key colleagues, taking a full-service business partner role, supporting key relationships in, for example teams within the Corporate Group. Create a trusting, positive and constructive working relationship with key internal stakeholders, providing communications advice based on evidence and which supports our strategic priorities.
- Evaluate the effectiveness of communications activities, employing a ‘test and learn’ approach by audience group where relevant and feed learnings into future activity.
- Be the team’s expert on how technology can support internal communications and on comms best practice around organisations and how they work best, adapt to change and become great places to work.
- Take an active interest in new developments in these topics and across the analytics world, and share best practice with the team. Be a visible advocate for the Internal Communications team, ensuring key stakeholders understand how they can work with us effectively.

Proven stakeholder management skills, including the ability to influence and collaborate confidently with colleagues of all levels, organisation wide.
- A creative and innovative approach to solving problems and dealing with a wide range of stakeholders.
Articulating Ideas:

Ability to develop, manage and implement colleague-facing communication plans, translating these into well-choreographed, creative, achievable and measurable delivery programmes.
- Great writing skills and the ability to translate complex themes into concise and easy to understand narratives. A high-quality approach to developing communications, including exceptional attention to detail and accuracy.
- Experience in using communications to support colleague engagement and organisational change.
Executing Plans:

Excellent project management skills and the ability to balance work on multiple projects simultaneously.
- Experience of delivering at pace within structured project management frameworks, while maintaining high standards.
- A confident and calm event manager, being able to produce great events and react quickly if things go wrong.
Owning Accountabilities:

Ability to work independently and as part of the wider communications team. Knowledge of, or a keen interest in, the markets and industries Ofcom regulates.
Job-based skills

Proven multi-media communications content development and editing skills for video/audio and the ability to adapt style to suit different messages, channels or audiences.
- Expert knowledge of current internal communications practices, including evaluation and benchmarking, techniques for building engagement, and a detailed knowledge of digital communication and event-related tools and channels.
- Well-informed and inquisitive about best practice in organisational culture, change management and employee experience.
- Recent experience of all aspects of intranet or website content management systems, including user behaviour tracking systems.
- Experience commissioning and/or producing high quality, impactful and memorable video content.
- Experience in designing and producing face-to-face and hybrid interactive events, bringing in technologies for polling and questions and answers sessions and multiple speakers.
- Analytical ability, to provide data-driven insight into the evaluation of campaign impact and subsequent campaign planning. A hunger for seeking out improvements to all aspects of our communications.
