IT BUSINESS ANALYST (JOURNEY) – MULTIPLE OPENINGS

We’re seeking a skilled IT Business Analyst to join our team in supporting critical systems and data, particularly in response to pandemics and public health emergencies. This is a unique chance to contribute directly to Washington State’s public health mission by supporting systems that impact communities across the state and beyond. LOCATION AND FLEXIBILITY
We value work-life balance and offer the convenience of remote work with occasional in-person collaboration opportunities. Attending events or working In-office is rarely required and would be scheduled in advance. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.
What We’re looking for – Required Qualifications:
Your diverse experiences can make a difference in this role. To be considered for this position, you must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section. Additionally, your IT experience must come from full-time professional employment.
Option 1: Eight (8) years of experience in IT business analysis, testing, or systems development, including:
- Four (4) years as a business analyst
- Two (2) years as a Software Analyst, Quality Assurance Tester, or Software Developer
Option 2: An Associate’s degree or higher and six (6) years of experience in IT business analysis, testing, or systems development.
Option 3: A Bachelor’s degree and four (4) years of experience in IT business analysis, testing, or systems development.
AND THE FOLLOWING SKILLS AND EXPERIENCE:
- At least two (2) years of experience in business analysis supporting software development, including:
- Eliciting and documenting user requirements
- Analyzing and mapping business needs, processes, and workflows
- Creating functional use cases and business rules in standardized formats
- Experience preparing technical documentation such as system diagrams, use cases, test cases, user manuals, and internal technical documents
- Proven ability to translate complex technical issues into clear, accessible information for staff, management, and the public
PREFERRED QUALIFICATIONS:

- Bachelor’s degree in computer science or closely related fields such as Business Administration, Mathematics, Engineering or Informatics.
- Experience working with Agile, or other iterative development methodologies.
- Two (2) years of experience with SQL Management Studio tools or equivalent.
- Two (2) years of Software Testing experience
- One (1) year of software training experience
- Experience with Lean practices
- Professional Certifications in Business Analysis
Responsibilities:
WHAT YOU WILL DO:
As an IT Business Analyst, you will primarily provide professional-level business analysis to ensure our health systems align with the highest standards of quality and functionality. You’ll be at the center of systems that serve local health jurisdictions, hospitals, labs, and the CDC. Working alongside other state agencies and vendors, you’ll play a key role in maintaining data accuracy, security, and usability across statewide health initiatives.
This role involves working closely with partners, technical teams, and other partners to gather, document, and validate software requirements, ensuring they are met with precision. You’ll lead projects, shape quality standards, and provide hands-on guidance to team members to ensure the delivery of reliable systems that support our mission to protect and improve health.
Expectations and Responsibilities:
- Serve as a liaison between business partners and technical teams, gathering and analyzing complex system requirements through interviews, workshops, and consultations.
- Document, validate, and manage these requirements to ensure they meet business needs and support project goals.
- Develop and refine cost estimates for new projects, working closely with team members to design, scope, and implement solutions that align with business objectives and budget constraints.
- Lead or perform software testing to ensure systems meet specifications and function as expected.
- Develop and execute test plans, identify and resolve issues, and maintain high standards for accuracy and quality in testing processes.
- Coordinate updates, releases, and system maintenance to keep critical applications functional and up-to-date.
- Collaborate with IT staff to manage system performance, troubleshoot issues, and ensure smooth system operation.
- Provide technical support and guidance to IT business analysts and testers, maintaining best practices in documentation, testing, and change management processes.
- Work with management and technical staff to identify, analyze, and mitigate risks, ensuring solutions align with both business needs and technical requirements.
