REQUIRED QUALIFICATIONS:
Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
A bachelor’s degree involving business administration, public administration, procurement, logistics, supply management or closely allied field
OR
An associate degree involving business administration, public administration, procurement, logistics, supply management or closely allied field and two (2) years of full-time purchasing experience.
OR
A minimum of one (1) year of experience as a Procurement and Supply Specialist 1 or higher.
Licenses: Valid driver’s license
IN ADDITION TO THE REQUIRED QUALIFICATIONS, OUR IDEAL APPLICANT WILL POSSESS SOME OR ALL THE FOLLOWING:
One (1) year of Full-time governmental purchasing experience as a purchasing professional and experience with negotiating, administering, and terminating contracts, contract management, contract cost or price analysis, or contract compliance administration.
Responsibilities:
Among the varied range of responsibilities held within this role, the Information Technology Procurement Officer,
- Exercises authority to independently make purchasing and procurement decisions with significant fiscal impact.
- Determines appropriate course of action/procurement methodology, including but not limited to competitive bids, request for bid proposals or direct negotiations.
- Reviews and processes program orders for commodities and services in compliance with Department of Enterprise Services (DES) policy and agency procedures.
- Originates and finalizes competitive solicitation documents for long term agreements and/or one-time purchases.
- Modifies and adapts purchasing and supply management procedures and/or processes to accommodate specialized or unusual acquisitions.
- Assure compliance with order document terms and obtain timely delivery of goods or services at the most reasonable prices.
- Coordinates procurement negotiation work with efforts of other units if applicable
