Description:

SUMMARY

This position is in the District of Columbia, Office of the Chief Technology Officer (OCTO), Information Technology (IT) Finance/ IT Strategic Investment. OCTO works closely with agency programs and other district agencies to support IT requesting and spending. OCTO develops and administers contracts for citywide IT acquisitions. The objective is to leverage the District’s size and partnerships to achieve economies of scale and standardization while minimizing transaction costs for customer agencies. OCTO reviews other agencies’ IT procurements to ensure coordination and efficiency across the District’s IT investments. OCTO also drives and monitors the development of enterprise contracts for Information Technology (IT) acquisitions through a centralized contract management and coordination approach.

QUALIFICATIONS AND EDUCATION

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level in the District of Columbia government service, or its non-District equivalent. Specialized experience is experience that has equipped the applicant with the particular competencies’ skills, knowledge, and abilities to successfully perform the duties of the position and is typically in or related to work of the position to be filled. Specialized experience includes: gathering and documenting requirements from business users; overseeing business application implementations; and data analysis experience. A bachelor’s degree is preferred or an equivalent combination of education and experience and IT-related experience demonstrating each of the following four competencies: Attention to Detail; Customer Service; Oral Communication; Problem Solving.

Responsibilities:

The IT Business Analyst performs needs analyses to define opportunities for new or improved business process solutions. Ensures the integration of all systems components, e.g., procedures, databases, policies, software, and hardware. Prepares business cases for the application of IT solutions. Defines systems scope and objectives. Plans systems implementation. Provides analysis and advice on business matters to program officials and managers. Consults with customers to identify and specify requirements. Develops overall functional and systems requirements and specifications. Performs advisory duties associated with spend and asset management. Develops cost estimates for new or modified systems. Plans and conducts studies to determine the requirement for updated business processes as it pertains to technical and non-technical information. Communicates complex technical requirements to non-technical personnel. Devises methods to lead and carry out studies, consolidating information for operating or administrative programs. Conducts business process reengineering. Conducts feasibility studies and trade-off analyses. Ensures the rigorous application of information assurance policies, principles, and practices to the systems analysis process. Performs assignments involving the analysis and forecasting of the usage of funds within a technical and non-technical organization.
The incumbent works as a liaison between business and IT development teams, identifying needs and interpreting those needs into workable business solutions. Leads project teams on projects aimed at improving business processes. Develops plans and schedules; estimates resource requirements, defining milestones and deliverables; monitors activities; and evaluates and reports on accomplishments. Responsible for understanding business processes; and develops practical and efficient process designs, documentation, and user procedures. Prepares recommendations for program managers; communicates, effectively, the findings; and trains program managers. Prepares and presents briefings to senior management officials on complex and/or controversial issues. Performs other related duties as assigned.
