Description:

DESCRIPTION

The Modesto Irrigation District is currently recruiting to fill one full-time vacancy of an IT Systems Supervisor in the Information Technology Department. The role of the IT Systems Supervisor is to plan, organize, direct and supervise activities related to the design, installation and connectivity of computer network infrastructure to ensure the stable operation of the District’s information technology assets; and to perform a variety of technical tasks relative to assigned area of responsibility.

The list established as a result of this recruitment may be used to fill other IT Systems Supervisor vacancies within the District that may occur through August 9, 2025.

TYPICAL QUALIFICATIONS

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Seven years of experience involving the design, installation and connectivity of computer network infrastructure, including four years of supervisory experience.
Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in Information Technology, Management Information Systems, or a related field.

Knowledge of:

  • Principles and practices of computer technology and information systems.
  • Principles and techniques of service and application delivery.
  • Current protocols and standards, including Active Directory, Group Policies, MS Exchange, Core Switching/Routing, SSL/IPSec, SAN, Virtualization, Business Continuity, Disaster Recovery.
  • Methods of troubleshooting hardware such as servers, routers, bridges, switches, hubs, modems, network interface cards.
  • Principles and practices of supervision, training and performance evaluations.
  • Principles and practices of budget monitoring.
  • Principles and practices of safety management.
  • Pertinent local, State and Federal laws, ordinances and rules.
  • Modern office equipment including the use of applicable computer applications.
  • Principles and practices of effective customer service.

Ability to:

  • Organize, implement and direct the design, installation and connectivity of computer network infrastructure
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules and procedures; and explain and interpret policy.
  • Interpret and explain pertinent local, State, Federal, District and division policies and procedures.
  • Assist in the development and monitoring of an assigned program budget.
  • Develop and recommend policies and procedures related to assigned activities.
  • Provide leadership for technology initiatives and develop collaborative cross-functional teams.
  • Plan, schedule and coordinate with other divisions and departments.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.
  • Supervise, train and evaluate assigned staff.

Special Requirement: Possession of a valid California driver’s license.

Responsibilities:

Duties may include, but are not limited to, the following:

  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for the development configuration, maintenance, support and optimization of new and existing network hardware, software and communication links.
  • Plan, prioritize, assign, supervise and review the work of staff involved in the design, installation and connectivity of computer network infrastructure.
  • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials, supplies, and services; monitor and control expenditures.
  • Participate in the recruitment and selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures and conduct performance evaluations.
  • Practice network asset management, including maintenance of network component inventory, life cycle management and related documentation.
  • Establish service level agreements with end users.
  • Conduct research and make recommendations on network products, services, protocols, and standards in support of network procurement and development efforts.
  • Manage and ensure effectiveness of servers, including e-mail, print, and backup servers, and their associated operating systems and software.
  • Manage and ensure effectiveness of security solutions, including firewalls, anti-virus solutions, and intrusion detection systems.
  • Test network performance and provide network performance statistics and reports; develop strategies for maintaining network infrastructure.
  • Test server performance and provide network performance statistics and reports; develop strategies for maintaining server infrastructure.
  • Perform emergency corrections on an as needed basis.
  • Complete various reports and summaries for manager including status reports, problem and progress summaries.
  • Assume responsibility for program development and oversight; establish performance standards and methods for assigned activities and operations.
  • Prepare and/or assist with the development of strategic plans related to area of responsibility; prepare requests for proposals for services and equipment and assist in developing selection criteria.
  • Represent the division to outside agencies and organizations.
  • Prepare reports and maintain records.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Build and maintain positive working relationships with co-workers, other District employees, outside agencies, and the public.
