QUALIFICATIONS
- Proven knowledge of the theories and practices of stormwater management, usually acquired by obtaining a bachelor’s degree or 3-year technology diploma in Environmental Science, Civil Engineering, Public Administration, or a related field.
- Considerable experience in project management with a focus on environmental or stormwater programs.
- Strong knowledge of stormwater management practices and watershed health.
- Proven ability to manage complex projects, including budgeting, scheduling, and resource allocation.
- Experience with community outreach and public education initiatives.
- Demonstrated experience with databases, data and information analysis, and reporting.
- Proficiency in project management approaches and tools.
- Ability to work independently and as part of a team.
- Strong technical report writing skills to prepare briefing notes and reports for Council.
- Excellent facilitation, public engagement, and customer service skills.
- Excellent verbal, written and presentation skills.
- Strong decision-making and strategic thinking abilities.
- Proficiency in relevant software applications, such as GIS, MS Office, public engagement software, and virtual meeting platforms (e.g., Microsoft Teams).
Responsibilities:
SUMMARY OF DUTIES
Reporting to the Superintendent, Environmental Monitoring & Enforcement (EME), Compliance & Regulations, the position will lead the Stormwater Incentive Programs., the position will ensure the effective implementation and ongoing coordination of the program, focusing on stakeholder engagement and achieving environmental and business goals. The Project Manager will collaborate with City departments, contractors, community partners, businesses, residents, and rural and agricultural communities to promote sustainable stormwater practices.
GENERAL DUTIES
Lead the planning, execution, and monitoring of the Stormwater Incentive Program.
Responsible for contract management of Residential Stormwater Rebate Program.
Responsible for working with other City departments such as Finance and Planning and Economic Development to ensure the transfer of necessary information related to the Stormwater Incentive Program and Residential Stormwater Rebate Program.
Responsible to review and assess applications for stormwater incentive programs.
Engage with stakeholders, residents, agricultural community, organized community groups, and businesses, to promote program participation.
Develop and implement strategies to increase awareness and adoption of stormwater management practices.
Use effective project management principles to manage project budgets, timelines, and resources to ensure successful program delivery, monitor and evaluate program outcomes, adjusting as necessary to meet City of Hamilton objectives and make recommendations for improvements.
Coordinate with internal and external partners to align program activities with broader environmental and sustainability goals.
Prepare and present reports, proposals, and updates to senior leadership, council, and stakeholders.
Facilitate workshops, meetings, and events to support program initiatives. May also require meetings with communities or sector agencies.
Utilizes knowledge of stormwater infrastructure operations including low impact developments (LIDs) as it may relate to private properties and review new stormwater infrastructure technologies.
Draft, review, negotiate, and manage contracts to ensure compliance with legal and regulatory requirements.
Prepare requests for proposals to retain technical consultants.
Conduct field inspections and investigations to assess the performance of stormwater treatment technologies.
May provide technical advice for capital infrastructure projects.
Interact with developers and their agents on design development proposals.
Review and comment on draft plan applications, secondary plans, and policy changes.
Liaise with councillors and external agencies such as the Ministry of Natural Resources and Forestry, the Ministry of the Environment, Conservation and Parks, and Conservation Authorities.
Adhere to Health and Safety legislation and City of Hamilton policies.
Provide technical information to Council, consultants, developers, contractors, the public, City staff, and other government agencies.
Stay informed about municipal, provincial, and federal regulations pertaining to stormwater management and ensure
compliance with all relevant regulations and standards.
Perform other duties as assigned related to the normal job function.
