Description:

The Program Cost Control Analyst will primarily focus on financial analysis. Under minimal supervision, interface with the program managers, functional management, and senior leadership to provide financial and administrative support & analysis to meet program requirements. The successful candidate must possess the ability to use financial systems, with understanding of DoD financial rhythms; provide strategic guidance as required; develop and implement solutions of moderate scope and complexity; analyze variances/trends and develop new methods and process techniques; work under very general supervision while completing numerous assignments per schedule and elevating potential issues to ensure proper management focus; exert influence on peers and internal customers; good interpersonal skills while representing the finance team on various projects.

REQUIREMENTS:

  • Bachelors Degree in Accounting, Finance, Contract Procurement, Business or a related field.
  • 2+ years of experience working for a federal contractor in the areas of program control financial analysis and program acquisition for all contract types (T&M, FFP, CPFF, etc.) preferred
  • 2+ years of experience with Deltek Costpoint in the areas of project reporting, revenue recognition and unbilled analysis preferred
  • 2+ years of experience in program control financial analysis preferred

PHYSICAL REQUIREMENTS

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.

Responsibilities:

  • Develop, update and analyze financial budgets for federal contracts. Manage man-hours, material, ODCs and travel expenses to ensure that funding is expended accurately and appropriately.
  • Analyze and advise on award and modification data to ensure program resources are available (labor dollars, labor hours, travel dollars, etc) to meet contractual requirements for multiple contact types (FFP, T&M, and CPFF).
  • Function as a liaison to all client company employees directing them to the correct department or individual for resolution of issues.
  • Assist with pricing development and/ or reviewing pricing documents.
  • Review indirect cost expenditures for correct General Ledger coding in accordance with company budget and FAR requirements.
  • Assist in the preparation of company operating budgets annually.
  • Ensure that all travel is planned, coordinated, executed, and reported within the guidance and regulations set forth by contract, company processes and the FAR.
  • Verify employee time sheets and expense reports.
  • Review contract awards and modifications for clauses relevant to financial reporting such as Limitation of Costs, Limitation of Funds, Allowable Cost and Payment and Limitation on Subcontracting and track compliance.
  • Review contract awards and modifications for billing instructions and other financial reporting requirements. Setup billing and revenue recognition for all contracts in Costpoint.
  • Assist Program Managers with the upload of documents and/ or information into Continuum as requested.
  • Review project billings, resolve billing issues with the Billing Department and track payments received.
  • Review contract awards and attend kick-off meetings to identify indirect rate ceilings, state tax implications and other financial reporting requirements. Setup indirect rate ceilings in Costpoint as needed.
  • Review contract awards for labor category and key personnel requirements. Audit employee resumes for compliance and document waivers if applicable.
  • Assist with contract close-out and de-obligation requests by preparing cost and billing reconciliation documents as needed.
  • Develop subcontractor requisitions with Program Managers within project budget constraints. Review and process subcontractor invoices for accuracy and completeness, work with program managers and account payable to book subcontractor invoices.
  • Review project status reports and resolve issues with revenue recognition or indirect cost burdens.
  • Be responsible for supporting the preparation and coordination of the monthly and quarterly financial forecasting and reporting processes.
  • Provide internal reporting requirements to include incorporation of forecast, identification of staffing issues related to baseline/ETC, and execution of corrective action or updates using program reporting tools.
  • Input data into Prime contractors’ system of record for hours worked, travel and invoicing. Reconcile Prime’s system to company records.
  • Assist Program Managers with the preparation of financial deliverables as requested. Create management/financial reports in accordance with contract requirements and customer-defined format.
