The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $63,107 to $72,125.
This position is exempt under the FLSA.

About the Position
The Juvenile Department Management Analyst researches, analyzes, compiles and reports caseload and other related information to Court executive leaders, judicial officers, department managers and staff. The data is often shared with a wide variety of external system partners. The Management Analyst will be expected to obtain data from the Court’s case management system, perform analysis on complex departmental issues, prepare reports, and provide recommendations for case processing improvements.

Position Qualifications

Education:

  • Bachelor’s degree in Criminal Justice, Public Administration, Business Administration or related field.

Experience:

  • Two (2) years’ professional or academic analytical experience.

OR

Combined Education and Experience Qualifications:

  • Master’s degree in Criminal Justice, Public Administration, Business Administration or a closely related degree in the Social Sciences or research field may substitute for one (1) year of the required experience.

Other Requirements:

  • Experience with data analysis/statistical software, specifically SAS and Excel.

Our Preferred Candidate Has:

  • Five (5) years of experience working in evaluation, research, Criminal Justice or data collection.
  • Experience data visualizations and statistical report creation.
  • Experience using formulas, functions, pivot tables, macros, and/or VBA in Excel.
  • Previous leadership or management experience.

Knowledge, Skills, and Abilities:

Knowledge of:

  • Principles of business intelligence, data collection, research performance measurement, case flow management, and general jurisdiction court case types.
  • Data visualization.
  • SAS, Excel, and data analytics software.

Skill in:

  • Gathering, organizing and analyzing information.
  • Reviewing data and finding the story it represents.

Ability to:

  • Analyze organizational and justice system problems, develop effective solutions, and present analysis results.
  • Establish and maintain effective professional working relationships.
  • Communicate effectively, both orally and written.
  • Effectively facilitate meetings and to orally present information to a variety of audiences.
  • Understand all policies, procedures, instructions, rules and regulations associated with the Court.
  • Work independently on complex assignments using discretion and judgment.

Essential Job Tasks

  • Utilizes Access, Excel, SSRS, SPSS, SAS or other database or statistical software to query and report on data obtained from Integrated Court Information System (iCIS) and other sources.
  • Analyzes departmental information and present analysis orally and/or in a written format.
  • Performs analysis on large and complex data sets and prepares clear and comprehensive reports and data visualizations.
  • Designs survey instruments, collects data, analyzes and reports results.
  • Works with department leadership to evaluate standard operating procedures, models process improvements, and develops functional and process requirements; including updating reports to address the unique and dynamic needs of each unit.
  • Evaluates business processes and data entry to recommend case flow improvements.
  • Collaborates with units throughout the department to improve data reliability and integrity and automates internal reporting.
  • Works with department units to utilize data to analyze needs and support innovation.
  • Queries data and responds to requests from internal and external system partners.
  • Proposes clear, concise and innovative ways to present data visually.
  • Conducts regular reviews of data and assist in data clean-up as needed.
  • Provides training and documentation on newly developed reports, as well as assisting departments with data entry training.
  • Assists in quality assurance reviews and implementation testing.
  • Assists with or manage publications, including design, data visualization, and interactive online communications.
  • Supervises a Juvenile Department Research Assistant
  • Represents the Division in meetings as needed.

Working Conditions:
While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system’s requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan.
