National Broadband Ireland (NBI) is currently accepting applications for the role of LA Permits and Licencing Executive to join their growing team!

KEY OBJECTIVES / ACCOUNTABILITIES:

The Local Authority Liaison Team is responsible for managing the licensing and permits process from initiation from design and build through to completion for operations. The purpose of this role is to design, implement and manage a permit and licencing procedure to meet the needs of the National Broadband Plan in the most efficient and time critical manner. The successful candidate will ensure that licence records are captured and maintained in line with obligations of a statutory license holder and will make certain all rules around the ‘T’ model license process are adhered to and managed effectively. A key objective will be to ensure that licenses are also closed out appropriately in line with current Purple Book Guidelines. An important aspect of the role will be to Establish and maintain excellent working relationships with external licencing authorities including, but not limited to, the 31 Local Authorities (LAs) and Transport Infrastructure Ireland (TII) to meet the needs associated with licencing that arise as part of the network build and post build requirements.

KNOWLEDGE & EXPERIENCE:

  • Experience in utility operational roles essential
  • 3+ years’ experience in a results-oriented environment
  • Experience of multi-functional and cross -functional project delivery
  • Good people orientation and ability to communicate and lead by example
  • Extremely detail-oriented, high level documentation skills
  • Strong negotiation and interpersonal skills
  • Experience of Local Authority process a distinct advantage
  • Good knowledge & understanding of Dept. of Environment and Local Government guidelines (Purple Book, 2017)
  • Excellent Computer & MS Office skills.
  • Strong team player

Responsibilities:

  • Liaise with Programme Manager/Network Delivery Managers /Design manager to plan and organise workload to ensure necessary licence and permits are in place in a timely manner.
  • Management of road closure notifications and other work permits to enable progression of works and to limit any resultant liabilities.
  • Ensure timely resolution of any issues relating to road opening licenses and permits to relevant stakeholders.
  • Develop process and procedure to interface with licencing authorities and foster a business-like but congenial working environment
  • Support the Network Delivery Manager to develop and manage contractor production plan by aligning permit processing and delivery and ensure contractor compliance with all aspects of licensing.
  • Participate in the structured contractor engagement process.
  • Monitor all notices and data for errors, omissions or oversights that may incur fixed penalty charges or result in work being stopped by the Road Authority / Roads Management Office (RMO) with resultant costs to the business.
  • Management of reinstatement upgrade requests submitted by the Roads Authority/RMO during the defects period and ensuring work orders for remedial works are created and progressed.
  • Deliver accurate and timely forecasts to the Network Delivery Manager.
  • Continuously seek out new initiatives, ideas, system developments or process changes that will deliver tangible improvements of programme performance.
  • Develop appropriate KPIs for licencing activity and for the measurement of reinstatement activities.
  • Support the Local Authority Team with timely and accurate reports and data
  • Support the Operational PMs with timely data to ensure Contractor compliance with Licence conditions and completions requirements
