Responsibilities:

  • Requires thorough knowledge of labor relations/collective bargaining in order to coordinate and monitor all labor relations activities for assigned geographical district or region
  • Under supervision of the Chief of Labor Relations or Assistant Chief of Labor Relations, participates in DRC statewide labor relations activities
  • Acts as the Agency’s designee in agency level grievance meetings, including exempt grievances
  • Prepares grievance responses and authors grievance settlements
  • Acts as the Agency’s designee in state level grievance meeting (e.g., mediation, NTA and arbitration) reviews bargaining unit discipline to ensure compliance with applicable provisions of collective bargaining agreements
  • Provides advice and guidance to field labor officers (LRO 2’s) and management personnel regarding interpretations and administration of all provisions in labor contracts
  • Advises executive and managerial staff of appropriateness of action within the framework of a collective bargaining agreement
  • Assists in the development of labor relations policy and participates in annual reviews/updates of DRC policy
  • Participates in preparation for arbitration proceedings to include witness preparation, development of issue statements, evidence presentation and development of exhibits
  • Identifies factual stipulations and prepares opening/closing statements and/or briefs, presents arbitration cases on behalf of the agency independently or under the guidance of the Chief of Labor Relations or Assistant Chief of Labor Relations to resolve grievances pending arbitration
  • Trains or assists other staff with preparing arbitration cases
  • Prepares and conducts training of supervisor staff on topics such as administrative investigations, pre-disciplinary meetings, contract administration, grievance process, discipline process, and supervisory skills
  • Coordinates the training of DRC staff with outside entities
  • Attends meetings, trainings and conferences
  • May give presentations and conduct training
