Description:
DESCRIPTION OF WORK:
The Application Services team within the Information Systems unit is the primary section in DES that performs technical and analytical work in developing, designing, maintaining application systems for the division. The team designs and develops mission critical software systems including web development, web services, front end, middleware and backend systems and schema and programming with database. Create complex data analytics/dashboards and reports. Lead requirements and triage enhancement requests. Staff is also actively involved in the quality assurance and system testing. Research and review new technologies.
This position will require technical work with large sophisticated applications or a portfolio of applications. Tasks for this position will include:
- Lead the application and data analytics development.
- Perform in a lead role in the architectural design and development of agency critical applications and systems, developed in house or by external vendors.
- Research and incorporate technological changes.
- Independently gather requirements, design and develop application systems within the data architecture established for the state.
- Define and design complex applications with IT Managers to meet the business development requirements of the organization, generally on an enterprise-wide level.
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES
Qualified applicants must submit an application that clearly reflects work experience that demonstrates the following:
- Work experience demonstrating a strong technical knowledge of .NET frameworks 4.5 or higher.
- Work experience demonstrating a strong technical knowledge of C#, ASP.NET, Model-View-Controller (MVC), and/or related.
- Experience in creating Simple Object Action Protocol (SOAP)/Rest application programming interface Application Program Interface (API) solutions.
- Demonstrated work experience in JavaScript frameworks such as Kendo UI, JQuery and/or Angular.
- Demonstrated work experience leading design and development of enterprise-wide applications in .NET.
- Proficiency in developing backend databases for enterprise applications.
- Experience in creating data analysis, complex reports and advanced query capability using relational databases.
- Demonstrated work experience in leading a team through technology upgrades.

- Bachelor’s degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or
- Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development; or
- High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or
- An equivalent combination of education and experience.
