MINIMUM QUALIFICATIONS:
- Demonstrated expert level skills in financial analysis and reporting using budgeting software and spreadsheets (Microsoft Excel)
- Bachelor’s Degree in Accounting, Business Administration, or related field, or equivalent combination of education, training, and work experience
- Excellent math, written and verbal communication skills
- Demonstrated attention to detail in work products and document management
- Proficiency in using general office software applications including Microsoft Excel, Word and PowerPoint (expert level)
- Prior satisfactory job performance
- Demonstrated PC software skills (Outlook, Excel, Word, PowerPoint, etc.)
- Excellent math, analytical, written, and verbal communications skills
- Ability to work in a fast-paced environment and multi-task
- Ability to manage time and complete tasks with minimum supervision
PREFERRED QUALIFICATIONS:
- Experience working with SAP Software or other ERP system including system implementation and system enhancements
- Working knowledge of 2 CFR 200 grant requirements
- Previous experience with funds management systems
- Previous experience working with transportation grant programs
- Knowledge of transportation infrastructure, national transportation funding priorities and resources for transportation funding
- Understanding of transportation planning and capital program development

Must have excellent oral and written communication skills.
The salary/hourly range is $94,300-$122,256. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. Responsibilities:
SUMMARY OF DUTIES:
Reporting to the Director, Grants Management, this position provides support to the fund source management processes, including determination of funding sources for a multi-billion-dollar portfolio. Main activities include federal, state, and internal financial reporting, complex data analysis, reconciliations of fund sources, as well as ongoing systems maintenance, updates, and improvements. This position also provides budgeting, financial analysis, and support to various departments across the organization to ensure projects are being delivered in accordance with federal regulations and contractual requirements.
ESSENTIAL FUNCTIONS:
- Update and maintain fund sources information in various financial systems for Amtrak’s capital potfolio.
- Fund Source data analysis and reconciliations of all Amtrak’s fund sources, including federal, state, internal and third-party funding sources.
- Work with various departments to ensure all fund sources are set up correctly in various financial systems.
- Preparation of internal and external reporting of expenditures by fund source
- Provide data support related to internal and external auditors.
- Support the pre-award application and post-award processes of federal grants.
- Gather and analyze financial and narrative data, prepare and submit periodic reports to fulfill contractual requirements and provide context for management decisions.
- Prepare and track required payment requests using SAP, MS Excel and other tools as required.
- Maintain detailed files and electronic records of grant documents according to generally accepted best practices for grants management.
- Document compliance and administrative requirements of grant awards.
- Analyze grant expenditures and activities to ensure they are allowable according to agreements, solve any deficiencies and propose corrective actions to avoid unallowable activities to be posted against the grants.
- Other tasks, as assigned, to support the Office of Grant Management.
