Reporting to the Director, Capacity, Access and Flow (Quality), the Lead is responsible for supporting the direction and development, implementation, and evaluation of health quality initiatives for the North Region.
This position is accountable for the results and performance of the Capacity Access and Flow team as it relates to quality initiatives for the North East and North West region(s).
This position will work closely with the Director of Capacity, Access and Flow (Quality) and with inter-departmental teams and clinical and administrative leaders within the North Region to improve the function and operations of the broader health system.
Here is what you will be doing:

Health system planning and improvement

  • Develops quality procedures and guiding documents to support the mission, vision, and values of Ontario Health North
  • Leads and conducts analysis of local health-care system based on provincial and local data, community input and other sources for the purpose of identifying gaps, improvement opportunities, and establishing planning priorities.
  • Keeps abreast of leading practices in quality improvement strategies and shares knowledge with Northern partners and health service providers.
  • Supports the identification and leads the implementation of quality improvement projects, reporting and monitoring of key system performance, including Quality Improvement Plans.
  • Supports portfolio by ensuring quality principles and priorities are addressed through planning processes.

System capacity planning

  • Acts as a representative Capacity, Access and Flow (CAF) quality team by liaising internally and externally to facilitate engagement, to identify opportunities for improvement, and implement system level initiatives.
  • Leverages system knowledge and relationships to identify and support innovative partnerships and/or programs to increase system capacity in order to enable access and improve patient flow across system.

Develop and lead stakeholder relationships

  • Provides quality advice, technical leadership, guidance to North Region to North Region planning staff, health service providers, and other partners on initiatives and opportunities that will advance strategic health system goals
  • Promotes consensus among stakeholders for action required
  • Leads discussions in department and stakeholder meetings, working groups, committees, advisory groups, council and/or other relevant meetings which may have an impact on the project /corporate initiatives
  • Initiates and develops effective working relationships with external stakeholders to keep up to date on current/emerging developments, trends, quality improvement initiatives related to access & flow
  • Works closely and collaborates with internal clinical, strategy, OHT planning and performance management teams to ensure alignment across the organization, and to integrate and align efforts in support of shared goals

Project management and objectives delivery

  • Ensures appropriate mechanisms are in place for the optimal delivery of initiatives, including best practices guidelines and tools for the effective management and execution of projects
  • Develops, manages and executes on work plans, including tracking milestones, project risks, and project status
  • Works collaboratively with project support resources from both within and outside of the organization to align planning processes
  • Utilizes strong knowledge of project implementation characteristics to lead large scale projects and manage communications with relevant stakeholders
  • Manages all aspects of the project life-cycle ensuring delivery on-time

Issues and stakeholder management

  • Conducts proactive issues management by anticipating and mitigating issues, facilitating discussions among partners/stakeholders
  • Uses excellent problem recognition and problem-solving abilities to handle complex problems and inform management of potential issues and associated solutions
  • Proactively identifies partnership opportunities and explores partnership opportunities presented by leadership and upon outreach from partners to advance OH North initiatives/projects

Here is what you will need to be successful:

Education & Experience

  • University degree in Health Care, Business Administration or related field; a Master’s degree is an asset (or equivalent combination of education and experience).
  • Quality Improvement/Problem-Solving Methodology training an asset (i.e., Lean, IDEAs Training, Green/Black Belt, Six Sigma etc.…)
  • 5+ years’ experience in a health care environment required
  • Experience with data analysis, change management, project management an asset
  • Excellent computer skills required (e.g., Microsoft Word, Excel and PowerPoint, SharePoint)
  • Proven ability to build, enhance and maintain strategic relationships with clinicians, local and provincial governments, health service providers and other key stakeholders to work in a variety of team situations

Knowledge and skills

  • Strong understanding of quality principles, process improvement and problem-solving methodologies.
  • Ability to use clinical data for improvement and apply data to support evidence-based improvement.
  • Strong ability to coordinate and facilitate teams to foster a culture of utilizing quality improvement methodologies to meet quality improvement (QIP) and annual business plan (ABP) objectives.
  • Solid understanding of regional system access and flow and how it intersects with other stakeholders in the system
  • Good knowledge of and proven ability to apply multiple planning and analysis methodologies and make effective recommendations. Understanding of the current and changing dynamics of the Ontario health-care system and issues
  • Capacity to think strategically and maintain a broad systems view, with the ability to translate broad goals into detailed strategic and operational plans.
  • Strong ability to gather, critically analyze and synthesize data and information from multiple sources to inform health planning and to guide evidence-based decision making.
  • Ability to effectively analyze complex problems, interpret operational/clinical needs and develop integrated and creative solutions.
  • Ability to utilize a high level of initiative and self-direction.
  • Strong consulting, negotiating, influencing and facilitation skills.
  • Ability to work well independently and collaboratively as a team player with a variety of staff/stakeholders.
  • Project management skills and experience leading multiple cross-functional projects concurrently, with a proven ability to move complex projects from start to finish through planning, development, implementation.
  • Superior communication, interpersonal and facilitation skills to work with a variety of stakeholders and senior leaders across the health continuum.
  • Strong organizational and time management skills with the ability to thrive in an environment of ambiguity and pressure.

Employment Type: Temporary, Fixed-Term (18 months)
