The Mission
Within the Compliance CoE Bucharest, a team of Compliance Officers is dedicated to support the global Compliance function on Screening Compliance related activities to ensure the Compliance risks are adequately managed. Collaboration and cooperation within the Compliance CoE Bucharest is based on knowledge and expertise.
Working with a variety of internal stakeholders offers an environment which not only provides the global overview on how the various Compliance requirements and controls are embedded, yet also provides the opportunity the further support the enhancement of the global control framework.
The role is defined as a Lead Financial Crime I for Screening Team 1 in Compliance CoE Bucharest within NFR & Compliance Hub from ING Hubs Romania. As part of the Compliance framework the 2nd Line of Defense is executing very specifically activities related to the processes around screening on customers and transactions.
The role reports hierarchically to the Lead Financial Crime II .
Your day to day
Even if you’ll start your day from the comfort of your home or drink your morning coffee in our office’s, your day will be quite similar when comes to tasks.

Here are your daily responsibilities (non-exclusive) set of Compliance sanctions related activities:

  • As Lead Financial Crime I Screening you should coordinates the activity of the members of the Compliance Officers Screening 1 team, supports and gives advice to the team members in their daily activity in the context of a systematic and consistent implementation of the ING Sanctions Policy and mandatory instructions regarding Financial Economic Crime (FEC) regarding customer identification, prevention and combating money laundering, combating terrorism including international economic sanctions;
  • In this sense, you have to coordinate, supervise and provide consultancy to the compliance officers in the assigned team, regarding the execution, evaluation, monitoring and reporting of the Hit Handling services, as well as providing support to management;
  • As Lead Financial Crime I Screening you must have strong experience with sanctions regulations and investigations and in-depth knowledge of the sanctions regimes and their international application (OFAC, EU, UN).
  • Function as a sanction’s expert within the second line of defense for hits escalated by the 1st Line of Defense;
  • Assess complex sanctions issues and based on the outcomes of your assessment, provide sanctions related advice on whether a transaction or customer risk is sufficiently mitigated or whether it should be escalated to the next higher level Compliance;
  • Provide final decision on the hits escalated within the mandate on potential Name Screening matches and potential hits against applicable sanctions lists as part of Pre- Transaction Screening activities;
  • Collaborate with the local Compliance Officers to determine specific actions to be taken addressing local laws and regulations (if applicable);
  • Provide guidance and support on regulatory issues as required;
  • Perform WPIs updates, Quality Checks and draft reports and management information related to our activity;
  • Keep yourself informed with Sanctions Regulations & Policy developments and create awareness on sanctions risk in the 1st and 2nd LoD, whenever is the case.

What you’ll bring to the team

We are looking for a motivated new colleague who has the following characteristics:

  • Experience/ knowledge: how many years of experience on a specific position/skill
  • Graduate of higher education (legal or economic profile);
  • Minimum 3 years’ experience in the specific sanctions compliancy domain;
  • Proven knowledge and expertise in the sanctions compliancy domain;
  • A team player with strong interpersonal skills who is able to operate in a diversified and multicultural work environment;
  • Strong and effective communication skills – fluent in written and spoken English;
  • Excellent analytical skills as well as a keen eye for detail to e.g. identify and articulate Compliance related aspects;
  • Knowledge of banking business, processes, procedures and systems is required as well as experience in working on sanctions related projects;
  • Knowledge of the evolution of the external environment;
  • Prioritization and planning skills;
  • Leadership skills.
  • Foreign languages: English (advanced)- fluent in written and spoken English;
  • Education:
  • University degree – e.g. economics, banking and finance, legal related;
  • Master/s is an advantage;
  • Recognized Compliance certification is a plus, but not mandatory
  • Digital skills: Word & Excel, E-mail, Internet;
