Key Responsibilities

Reporting to a Principal Economist, you will provide expertise to our Transport Directorate in transport modelling and analysis. You’ll be working on the procurement of our new Transport model, ensuring it is fit for purpose in supporting South Yorkshire’s transport priorities. You’ll work closely with Transport colleagues in SYMCA and our 4 local authorities in developing DFT-compliant transport modelling and analytical advice on policy proposals and business cases. In addition to bringing expertise in transport modelling and analysis, you will bring strong communication skills, with the ability to understand and concisely explain sophisticated issues in non-technical language.

  • Provide expertise to Transport Directorate in transport modelling and analysis across a portfolio of transport priorities, either through applying our transport model in-house or commissioning consultant. · Be an intelligent client for commissioned modelling and analysis, ensuring it meets required standards for policy and business case development and maintaining excellent working relationships. · Apply technical tools, models and other appraisal techniques, skills and approaches to support scheme development. · Work with policy and delivery colleagues in Transport Directorate to identify policy and delivery priorities and apply modelling and analysis rigorously and creatively in support of them. · Provide technical advice on the appropriateness of approaches to economic modelling activity. · Support the investment process by ensuring programmes and projects are developed in line with the HM Treasury Green Book and guidelines from appropriate government departments, including engaging effectively with central government and local authority stakeholders. · Support the procurement of our new Transport model, ensuring it is fit for purpose, and lead on its ongoing management.

Support in-house skills development on transport modelling

Skills, Knowledge and Expertise

  • An undergraduate or postgraduate degree in a quantitative subject, or equivalent transport qualification. · Significant practical experience of applying quantitative techniques, modelling and analysis to policy issues in transport. · Experience in commissioning and interpreting technical transport modelling and applying this to policy development. · Skilled in defining a clear scope of work for external providers, commissioning work and managing commissions in tandem, including effective planning over months to years. · Strong oral and written communication skills, including the ability to write clearly, and concisely explain sophisticated issues in non-technical language in a way that engages, informs and drives decision-making · Experience building constructive working relationships and engaging with internal and external partners to deliver. · Strong organisation and time management skills with the ability to work under pressure, being self-motivated and able to use own initiative to complete tasks under minimal supervision. · Knowledge of the HM Treasury Green Book and Departmental supplementary guidance (desirable) · Trained to Better Business Cases (BBC) Foundation Level (desirable) · Previous experience of working in or with the public sector, preferably within investment appraisal and/or economics, or regeneration (desirable)
