Job Description:
3 positions available for this role
Purpose of Position
Accountable for reviewing and analyzing license and registration applications from provincial financial service intermediaries regulated by FSRA in order to authorize their approval or recommend denial. To provide information, advisory, consultation and training services to client applicants.
Key Responsibilities
- Conducts reviews and analysis of license and registration applications from financial services intermediaries (e.g. insurance agents, insurance adjusters, mortgage brokers) to identify issues, determine follow-up requirements, assess compliance with relevant sections of the respective acts, regulations and FSRA policies and requirements as part of the overall licensing and registration review process. Approves license and registration applications that meet all application requirements or recommends denial of applications that do not comply with legislation/policies.
- Conducts research and analysis of issues identified during the process and prepares reports outlining policy, compliance, risk management and enforcement issues.
- Participates in the research and analysis of potential legal actions against license and registration applicants and acts as an expert witness at legal hearings/court proceedings.
- Conducts analysis related to non-standard Errors and Omissions Insurance (E&O) and Continuing Education (CE) issues referred by the Qualification Verification Officer; negotiates and prepares minutes of settlement and recommends the approval/denial of licenses; monitors course providers’ websites and training materials to ensure compliance with legislation and FSRA requirements.
- Researches and determines nature of requests for information under the Freedom of Information and Protection of Privacy Act.
- Participates in the review and analysis of licensing and registration procedures, methods, systems and processes for the administration of applicable legislation.
- Provides information and advisory services to representatives of registrant or license applicants as a follow-up to non-routine applications to facilitate compliance with FSRA legislated requirements.
- Provides advice and guidance to license and registration applicants and/or their representatives related to license and registration requirements and application processes and the interpretation of relevant legislative and FSRA policy provisions.
- Provides information to license and registration applicants and/or their representatives related to license and registration requirements and application processes, and the interpretation of FSRA legislation, policies and procedures.
- Develops and presents seminar and training presentations to stakeholder groups and participates as a FSRA representative at conferences.
- Conducts field audits of life insurance agents related to the Life License Qualification Program.
- Collaborates with team members on projects.
- Telephone communication with licensing applicants.
- Other duties as assigned.
Qualifications
Education and Experience
- Degree in business administration, public policy or a related field and/or related experience.
- A minimum of 3 years of related experience preferably in the area of regulatory licensing and approvals.
Knowledge and Skills
- Legislation administered by FSRA (e.g., Insurance Act, Co-operatives Act, Credit Unions and Caisses Populaires Act), and knowledge of current issues and trends related to the licensing/registration and enforcement of client financial services sectors.
- Freedom of Information and Protection of Privacy Act (FIPPA) to research and prepare responses for information inquiries.
- Principles and practices of risk control models, analytical methods and compliance measure to assess eligibility for licenses/registration and to develop recommendations.
- Demonstrated skills/experience in the interpretation and application of legislation/policies within a regulatory environment.
- Analytical and problem-solving skills to review and analyze licensing applications and develop relevant recommendations.
- Proven judgement and analytical skills to assess compliance/non-compliance with legislation in the review of license applications.
- Interpersonal and collaboration skills to work in a team environment.
- Facilitation, presentation skills and stakeholder management skills with ability to interface with staff and stakeholders at all levels.
- Ability to manage work to meet deadlines and manage multiple competing priorities effectively.
- Strong verbal communication and presentation skills to respond to inquiries, represent FSRA at meetings with clients and to act as an expert witness at legal hearings and in court proceedings.
- Written communication skills to prepare reports and correspondence.
- Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) and other internal applications as required.
