WHAT SKILLS DO YOU BRING?

WHAT QUALIFICATIONS DO YOU BRING?

  • Completion of a post-secondary college diploma or university degree in a related discipline (e.g. business administration, accounting, finance, or related discipline) plus several years of directly related experience in a shared services function in a transit, or related environment; or a combination of education, training and experience deemed to be equivalent.
  • Strong business acumen and financial analysis, including experience with preparing budgets.
  • Thorough knowledge and expertise with contract administration principles, practices and methods and familiarity with contract documents (i.e. Metrolinx Project Agreements, etc.), contract law; ability to read and interpret contracts and provide advise accordingly.
  • Expertise with procurement and contracting principles, experience with procurement processes, methods, practices and contract administration.
  • Extensive experience with or ability to quickly understand and interpret contractual documents (i.e. Operating & Maintenance Agreements, Project Agreements etc.);
  • Sound knowledge of Light Rail Transit Operations policies and procedures in a public-private partnership environment.
  • Advanced working knowledge of personal computer applications, especially with MS Excel, MS Access, and MS Projects, SAP and other relevant software.
  • Sound knowledge of auditing and accounting principles.
  • Experience in documentation and process design techniques, process improvement methodologies, and document management.
  • Proficiency in software applications relevant to the work and area of responsibility (e.g. Microsoft Word, Excel, PowerPoint, Visio, SharePoint);
  • Strong business acumen and financial analysis, including experience with preparing budgets.

Responsibilities:

Reporting to Manager, Light Rail Transit Agreements, the incumbent is responsible for the required interface and delivery of activities in relation to the shared services (which include functions of contractual compliance, finance, procurement, human resources, IT support, etc.) which support the Light Rail Transit Operations Department. The incumbent will be responsible to provide technical expertise for the negotiation and monitoring of various LRT Agreements and any related agreements. The incumbent will use their extensive knowledge to develop, maintain and monitor contractual compliance trackers, develop contractual procedures, policies, etc. based on the LRT Agreements, and ensure TTC’s compliance with its contractual obligations while establishing relationships with TTC’s external partners. The incumbent will also collaborate with TTC’s Commercial Management Department to create and use corporate templates to ensure consistency. The incumbent will also participate and lead the annual budget preparation for LRT Operations Department, participate in audits, and work with the TTC’s procurement department to develop terms of reference and evaluate Request for Bids (RFB) on behalf of LRT Operations Department.
