TECHNICAL REQUIREMENTS/EXPERIENCE/QUALIFICATIONS
- Excellent research and analysis skills, and the ability to write detailed technical reports and presentations.
- Excellent interpersonal skills, and the ability to build strong working relationships and with multi-agency partners.
- Experience of planning and delivery of projects, and co-ordinating the work of a range of stakeholders.
- Experience of working in resilience, contingency or emergency planning, risk management, or a related field, or a related academic or vocational qualification.
- An understanding of the organisation of local and central government, the emergency services, health, voluntary, community, business, and/or utilities sectors.
- Knowledge of the Civil Contingencies Act, regulations, guidance, and the duties of category one and two responders.
- Experience of managing projects and co-ordinating a range of functions and developing strategic plans and policies.

Responsibilities:
PRINCIPAL ACCOUNTABILITIES
- To lead on the development and maintenance of multi-agency plans, policies and procedures.
- To support multi-agency risk assessment, training, exercising, learning and improvement, and assurance of emergency response capabilities.
- To support resilience planning arrangements for London that reflect the requirements of the Civil Contingencies Act and associated guidance.
- To take a proactive role in supporting the policy delivery and service improvement for resilience services and to work closely with the London Resilience Manager on specific policy issues.
- To deliver specific resilience policies or elements of them which are relevant to the London Resilience Partnership. (This may include: risk assessment; development of partnership emergency response capabilities, training and exercising, assurance, learning and improvement and LRU internal response arrangements.)
- To develop and prepare reports for multi-agency audiences, based on research, consultation, analysis to be published on different systems.
- To provide support to the London Resilience Unit, the London Resilience Partnership and London Local Authorities in response to an Emergency or Major Incident.
- To promote the work of the Partnership through the London Resilience Group and provide resilience expertise, advice and support to the London Resilience Partnership and wider stakeholders
- To build strong and effective working relationships with internal and external stakeholders at all levels of seniority.
- The London Resilience Unit performs an emergency response function 24 hours a day, 365 day a year, in support of the London Resilience Partnership’s, and London local authorities’ strategic coordination arrangements.
