CAD Rail Fleet Services has the expertise to form partnerships with Rail operators in Canada and the United States to provide all maintenance activities. We have the capacity to mobilize a fully dedicated maintenance organization from the shop floor technicians all the way to technology engineers, procurement specialists and CMMS professionals together with experienced management staff to take on maintenance activities regardless of fleet size, type, and technology

CORE ACCOUNTABILITIES:

  • Support a culture where safety, customer service, equal opportunity and professionalism are at the forefront. Promote a workspace where protocols/procedures for Health and Safety and the Environment are implemented and adhered to while ensuring the environment is free from workplace violence and harassment.
  • Primary point of contact between ONxpress Transportation Partners and Metrolinx. Able to interface with business partners across various organizations and at all levels.
  • Support the implementation and provide necessary reports and documentation as it relates to various operating plans specifically a Revenue Vehicle Maintenance (RVM) – Maintenance Plan, RVM - Management Plan and a comprehensive Inventory Plan. Introduce and implement additional operating plans as required by the client and business. Develop and monitor KPI’s associated with the various operating plans.
  • Provide oversight and support with the implementation of a Fleet Condition Assessment (3 year). Ensure a thorough review is undertaken to evaluate the overall condition of the customer’s rail equipment. Implement action plans to ensure the proper functionality of the Fleet/Rolling Stock making sure all requirements are met for the delivery of service and the fulfillment of contractual obligations.
  • Ensure emergency, environmental and health and safety procedures are implemented and maintained to company and governmental standards.
  • Ensure there are strategies and plans in place to accommodate growth of the operation, business expansion, electrification of the railway network and the achievement of organizational targets.
  • Accountable for continuous improvement and planning of preventive and corrective maintenance activities to meet train availability for service requirements.
  • Able to understand and provide input on the preparation of complex financial budgets.
  • Review and ensure the department works within the budget parameters. Ability to explain and justify the expenditures of the vehicle maintenance team. Able to understand profit and loss statements which include the ability to summarize the revenues, costs, and expenses of the business unit. Forecast, allocate and monitor the financial and physical resources relating to the vehicle maintenance functions. Ability to prepare, understand and justify capital expenditures. Able to understand the regulatory compliance aspects of the business
  • Develop, review, approve and execute plans, directives and procedures that ensure contractual compliance, regulatory compliance, high levels of system availability and optimized asset lifecycle costs, business governance, and absolute safety.
  • Build, manage and coach a team of managers by planning, organizing, directing, and coordinating the operation. Responsible for the overall performance of the team. Able to coach and provide leadership development to members of the management team. Ensure all rail equipment service is completed on time and within schedule at the facility.
  • Ensure staff are competent and properly trained to follow safety and maintenance procedures and instructions.
  • Participate and provide input during meetings with staff and the customer on operational matters.
  • Provide advice and guidance on complex technical issues that have been escalated. Maintain an understanding of industry best practices as it relates to rail equipment maintenance.
  • Act as the final point of contact for the investigation of customer issues relating to equipment maintenance. Able to investigate, consolidate information, determine root cause, make recommendations, and prepare a comprehensive report for all customer concerns.
  • Ensure the completion of special initiatives and projects. Develop, monitor and ensure that continuous improvement programs are on-going for the purpose of improving reliability and reducing cost.
  • Review and analyze all equipment reliability key performance indicators. Identify failure trends, develop reliability improvement strategies and process and complete reliability studies for the customer.

  • Ability to review P/L statements and develop strategies to plan and mitigate operations challenges while maintaining expected financial and budgetary requirements.

  • Promote a positive and collaborative relationship with the Union.
  • Ability to develop KPI’s and present data.
  • Manage communications with all stakeholders and communicate key messages to Senior Management.
  • Work with the team to create and produce regular reports based on requests from operations or senior management.
  • Comply with the company’s applicable policies and procedures as well as human resources’ guidelines.

QUALIFICATIONS:

  • Ability to build strong rapport with the team and unionized maintenance personnel.
  • 7 to 10 years’ experience managing in a rail maintenance environment and/or a related field. Rail locomotive and passenger coach experience and knowledge is an asset.
  • 7 to 10 years of senior management experience
  • Exceptional leadership, interpersonal, customer service, and teambuilding attributes
  • Experience managing and interpreting large complex contract documents.
  • P/L experience.
  • Exceptional negotiation and communication skills.
  • Knowledge and experience in maintenance planning, preparing budgets, understanding technical specifications, safety, quality, preventative maintenance, work order and scheduling techniques.
  • Diploma or degree in an Engineering discipline or equivalent industry experience. Consideration will be given to education, training, and overall experience.

Responsibilities:

The Maintenance Superintendent will be responsible for managing all revenue vehicle maintenance activities in accordance with customer contractual requirements for the Metrolinx’s Legacy Fleet Maintenance operations.
This individual will collaborate with the management team, customers, suppliers, partners and involved stakeholders.
Reporting to the Senior Director Asset Maintenance Optimization will oversee the day-to-day fleet/rolling stock maintenance operations to ensure all aspects of the rail equipment maintenance functions are performed within client requirements by using the allotted resources in a cost effective and safe manner.
