The Department of Finance is seeking a proven leader to join the Office of the Provincial Comptroller to share and promote the Department’s vision of ensuring an empowered and enabled public service through its missions of enabling government and the broader public sector to deliver improved programs and services to Manitobans.

Qualifications:
Essential:
- Finance industry-related post-secondary education and a Chartered Professional Accountant (CPA) designation in good standing. An equivalent combination of education, training and experience may be considered
- Experience researching, analyzing, and interpreting technical accounting guidance, to formulate recommendations for accounting policies and practices.
- Extensive knowledge and experience working with contemporary and emerging financial reporting standards.
- Significant auditing experience, preferably in a public sector environment
- Extensive accounting experience, preferably in a public sector environment
- Ability to apply project management framework to achieve timely results
- Ability to adapt to changing priorities, and operate successfully within a deadline-driven environment
- Experience in applying strong professional judgment with superior analytical and problem-solving skills
- Strong verbal communication skills including the ability to give presentations.
- Strong interpersonal skills as demonstrated by successful collaboration and partnerships with stakeholders
- Strong political acumen to provide strategic advice to senior leaders on complex topics and sensitive issues
Desired:
- Knowledge of Province of Manitoba financial management policies and practices as set out in the Financial Administration Manual, The Financial Administration Act and the General Manual of Administration
Duties:
The incumbent will be responsible for reviewing, analyzing, and interpreting emerging and existing national and international accounting standards to assess their impact on the Province, providing recommendations on accounting policy and treatment. They will prepare, review, and analyze the Public Accounts’ notes and schedules, ensuring accuracy and compliance. The role also involves analyzing and drafting responses to exposure drafts issued by the Public Sector Accounting Board (PSAB) and other relevant standard-setting bodies. Additionally, the incumbent will prepare discussion papers and briefing notes on accounting policy issues, as well as develop detailed accounting policies and guidelines for implementation by the Office of the Provincial Comptroller. Special projects related to financial reporting will also be undertaken. The incumbent will provide professional accounting advice and consultation on a wide range of topics to Treasury Board Secretariat staff and the financial community within line departments.
