Description:
The Opportunity
The Financial Services Department at Keyano College is actively looking for a full-time Manager of Budgeting and Treasury. Reporting to the Director of Financial Services, this role leads the College’s budget development, implementation, internal financial variance and forecasting processes. Additionally, this position involves maintaining the financial reporting system (FMW) and overseeing accounting and reporting of restricted grants and donations. The successful candidate will ensure timely, accurate financial information and analysis for internal personnel, external stakeholders, and senior executives.
Note: this is not a remote or hybrid work opportunity, you will be required to work on campus and relocate to Fort McMurray, AB.

Duties & Responsibilities
Support of Departmental Vision and Strategy
- Supports the development of a vision and strategy for the Financial Services Department in line with the Investment Management Agreement (IMA).
- Participates in setting and achieving annual goals, measuring progress, and reporting results.
- Communicates IMA information to staff, holds them accountable, adjusts as necessary, and provides updates and reports.
Financial Services Operations
- Oversees day-to-day budget management, cash, and treasury functions, including external grant reporting, internal budget variance and forecast reporting, investment reporting, complex accounting transactions, cash flow analysis, and management.
- Manages the annual budget process with the Vice President Corporate Services & CFO and Director of Financial Services, coordinating with various Budget Managers.
- Oversees monthly variance analysis and reporting (budget vs. actual, year over year), and is responsible for monthly financial results, including variance explanations, dashboards, and stewardship reports.
- Trains and supervises the Senior Financial Analyst on managing deferred revenue accounts, budget preparation, forecasting, variance analysis, FMW, and grant reporting.
- Reviews cash flows to ensure operational cash balances, maintains a rolling cash forecast, and recommends transfers of excess cash to investment accounts.
Sectional Leadership and Supervision
- Manages the day-to-day operations of Budget and Treasury Services.
- Assesses staffing needs, makes recommendations, participates in recruitment, and makes hiring decisions.
- Manages staff development, performance reviews, coaching, health & safety, collective agreement administration, discipline, and termination.
- Develops, plans, and monitors short and long-term objectives aligned with strategic initiatives.
- Develops and maintains standard practices and instructions for systems and procedures.
- Develops and implements financial policies, procedures, and strategies to improve financial and administrative operations.
System Administration
- Manages the FMW Financial Reporting System, including improvements, configuration, training, troubleshooting, and upgrades.
- Identifies areas for business process automation and collaborates with IT to implement and test automation.
- Participates in the review, evaluation, development, and implementation of corporate financial systems.
Customer Service and Relations
- Ensures superior customer service to subsidiaries, departments, stakeholders, donors, and grant agencies.
- Provides excellent customer service to all internal and external customers.
- Establishes and maintains productive relationships with internal stakeholders.
- Establishes and maintains effective relationships with external stakeholders, including partnering organizations, auditors, and funders.
- Provides direction on finance-related policies, procedures, accounting treatment, and new business processes.
- Represents the Department on various committees and cross-functional teams.
Qualifications
- Professional accounting designation
- Minimum Bachelor’s degree in Accounting, Business, or Finance or related discipline.
- Minimum of five years progressively responsible accounting position in a finance organization, preferably in, post-secondary education, or public sector. Complex accounting experience and a well-rounded financial background is critical.
- Minimum three years of experience in a supervisory role managing a team.
- Superior ability to communicate effectively and concisely, both orally and in writing, including delivery of presentations
- Knowledge of legislation/regulations relating to financial reporting for Post-Secondary Institutions and Public Sector Accounting Standards
