Description:

Job Title: BUSINESS DIVERSITY MANAGER
Shift Schedule: 8:30 AM – 5:00 PM, Monday – Friday. Additional hours as required by mandatory meetings and/or special events coordination.
Starting Rate: $119,500.00 ANNUAL
EDUCATION/TRAINING:
- Bachelor’s degree in human resources or related field required; master’s degree preferred.
- Two years of the appropriate type and level of experience will serve as an equivalency to one year of education. In lieu of a bachelor’s degree, eight years of relevant experience can be substituted.
EXPERIENCE:
- At least five years of Diversity, Equity, and Inclusion experience or related experience required with at least three years specializing in equal employment opportunity, affirmative action, and human resources.
SPECIAL REQUIREMENTS:
- Possess a valid driver’s license and must meet NAA driving record requirements.
- Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.

DRIVING RECORD REQUIREMENTS: All drivers must be at least 21 years of age, licensed for at least 3 years, have the type of license required by their state for the vehicles operated and meet the following driving record standards.
- License is active and NOT suspended.
- Any employee or applicant who has been licensed in their state for less than 3 years must provide a copy of their previous driving record to Human Resources.
- An employee or applicant may have a North Carolina or Virginia driver’s license as long as they reside in that state.
- An “unacceptable” DMV driving record includes the following violations during the most recent 3-year period:
- Committing a Felony with a Motor Vehicle

Responsibilities:
ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
- Develops and manages the Inclusion & Diversity annual budget.
- Researches and advises Authority Management on DEI -related topics; recognizes best practices to improve DEI among the workforce.
- Researches, develops, recommends, and executes creative strategies to foster the Authority’s DEI goals.
- Reviews current practices, processes and policies, assessing and analyzing the extent to which they support or hinder the Norfolk Airport Authority’s DEI goals.
- Collects and analyzes statistical data to evaluate the Norfolk Airport Authority’s population in accordance with Title VI and other diversity standards and goals.
- Manages and/or coordinates special projects related to DEI.
- Gathers and performs research and analysis on current DEI trends and best practices, benchmarking, needs assessments, focus groups, surveys, etc.
- Administers and adheres to all Airport Authority personnel policies and departmental and Affirmative Action/Equal Employment Opportunity guidelines.
- Acts as Norfolk Airport Authority’s liaison with government agencies concerning affirmative action and equal employment opportunities.
- Provides guidance to supervisory and human resources staff in developing objective performance and other employee evaluations and policies.
- Develops, coordinates and facilitates DEI initiatives, programs and training that promote diversity, equity, and inclusion within the Authority, including the creation and implementation of DEI initiatives, such as cultural heritage and celebrations throughout the year.
- Supports and guides the recruitment team to help create a brand that appeals to diverse applicants and removes bias.
- Performs ADA assessments of the airport and provides recommendations to address inadequacies.
- Performs Title VI assessments of the airport and provides recommendations to address inadequacies.
- Investigates complaints/concerns under ADA and/or Title VI regulations.
- Maintains knowledge of diversity-related issues, legislation, and best practices by participating in DEI conferences, educational opportunities, professional publications, maintaining personal networks, and participating in professional organizations.
- Maintains relationships with inclusion and diversity-related businesses and community groups, with the intention of working together and improving the Norfolk Airport Authority’s brand (Possibly serve on DEI committees)
- Serves as a liaison with local colleges, vocational centers, and military branches to promote internship opportunities; Leads all aspects of the internship recruitment process including screening, orientation, and placement. (V3 and skillbridge tracking)
- Lead, develop, and implement community engagement and outreach projects, events, and initiatives (Wings for all, Sky’s the limit, Community movie night, etc.)
- Establish and maintain partnerships with community organizations, local businesses, schools, and government agencies to enhance outreach efforts (Car rental outreach, Business opportunity outreach)
- Performs other duties as assigned and directed.
