Description:
POSITION SUMMARY:
Under the general direction of the Executive Director, the position manages all Capital Construction programs and provides engineering and project management expertise on infrastructure development, rehabilitation, and replacement projects; facilitates strategic Capital planning activities and development of the 10-year Capital Plan; and is responsible for working with the Resident and Property Services and Finance divisions in the overall implementation and progress of all Capital Construction programs.
Salary Range: $82,066 - $102,583

Responsibilities:
- Oversees an annual capital budget of $5-25 million. Responsible for the development, scheduling and implementation of the annual Capital Plan, Budgets, and Construction Programs, and establishes priorities relating to: Life Safety, building durability, building science, legislation requirements, site conditions, infrastructure systems (road, water and sewer), and energy conservation.
- Perform quarterly reconciliation of the capital budget, prepare report and present to the P&T Committee.
- Provide capital project update to the P&T committee and seek approval for projects per the procurement policy.
- Investigate, report, and make recommendations about the current condition of the portfolio; present a strategic plan for the Initiating, Planning, Executing, Monitoring and Closing of construction projects including cost effective alternatives.
- Investigate and select appropriate methods of construction and materials; provide accurate estimates for the capital works projects.
- Co-ordinate Energy Retrofit programs and develop business cases for government funding; liaise with local utilities, Housing Services Corporations and other funders.
- Monitor capital budgets and capital reserves and prepare status reports for Committee review; provide an up-to-date schedule indicating critical task, milestones and progress of the projects within the Portfolio.
- Liaise with the MOE, MTO, MMAH, TSSA, ESA, OHSA and other agencies as required, as well as professional associations regarding construction improvements.
- Research and write terms of reference followed by the review and evaluation of Consultant’s proposal submissions; participate in selection interviews and provide for the selection of consultants and prepare and administer professional consultants’ services contract.
- Review Bid Documents and Contract Documents prepared by consultants to ensure they comply with the Scope of Work.
- Attend pre-bid meetings; receive, open and evaluate tenders.
- Approve Contractor’s monthly progress payments submitted by the Consultants; review and approve Change Orders within the spending limits.
- Manage consultants and monitor their work throughout the construction reports; Manage contractors as required.
- Monitor the capital budget on an ongoing basis to ensure that projects are completed within the approved schedule, budget and timelines.
- Attend site meetings with contractors, consultants, staff and residents as required and ensure that the owners’ interests are protected.
- In concert with the consultant, conduct final inspection of projects to identify any deficiencies; follow-up with the consultant on corrective action that may be required.
- Work with the Resident and Property Services division to prepare and implement Maintenance specifications and contacts every three years for day-to-day maintenance.
- Prepare construction drawings and cost estimates for on-going construction maintenance projects, as required.
- Ensure building condition assessment reports are prepared along with reserve fund studies for all properties to evaluate future replacement costs and current property conditions utilizing the Asset Planner software.
- Work with the Resident and Property Services division to develop preventative maintenance programs for all properties by preparing standards, procedures, schedules and reports.
- Provide technical advice, guidance, and written instructions to staff, consultants, and contractors.
- Supervise reporting team members of the Capital Assets division.
- Perform other related duties as required.
