Description:

Can you see yourself having the overall responsibility for the development, planning and delivery of programs to support OSH(Occupational Health and Safety) relating to construction and contractor management and capital projects? If you answered yes, then this may be the job for you! Our Chalk River location is looking for a Capital OSH Manager to provide strategic direction and leadership.

What will you be doing!

  • Defining CNL’s OSH strategy and standards for Construction and Contractor Management, and engaging and supporting their implementation through leadership and coaching at all levels of the organization , often at the Executive Level.
  • Collaborating with Stakeholders to develop standards and providing management oversight to enforce CNL expectations for Contractors regarding safe work practices, consequences of not following safe work practices, and performance management issues.
  • Providing the OSH interface/leadership to Procurement, enabling health and safety standards for contractor management to be achieved across all CNL business lines.
  • Developing collaborative relationships with all CNL HSSE leadership/departments and external organizations to foster an environment focused on industry leading best practices.
  • Ensuring support for Occupational Safety and Health (OSH) standards are upheld, managing the effective application of programs, and addressing actions arising from OSH audits (Field Level Risk Assessments, Hazard Assessments, Focused Observations, Fact-Finding and Rapid Learning Process, all external regulatory requirements).
  • Collaborating with Project Teams and CNL Contractor Representatives and leading OSH initiatives to improve effectiveness of Scopes of Work (SOW’s), contracts, maintenance strategies, procedures, and contractor performance.
  • Engaging stakeholders to develop and provide guidance in the Work Control Process for contractor executed work activities.
  • Supporting the management of the external contractor pre-qualification service by providing OSH expertise.
  • Developing strong partnerships with senior leaders to deliver a pragmatic approach to contractor management.
  • Interpreting and translating Federal, Provincial, and local laws, codes, and regulations to ensure compliance across all Capital Projects supported by Construction & Contractor Management.
  • Providing support to CNL Contractor Representative Training Level 1 & 2.
  • Providing strategic direction and managing the logistics for the quarterly Contractor’s Safety Forum.
  • Providing technical leadership to Capital Projects project teams to ensure these projects operate safely, economically, and reliably, through effective OSH Program implementation.
  • Leading and providing technical expertise to a team of OSH Specialists.
  • Identifying, defining, and applying OSH industry best practices.
  • Evaluating and managing business risks associated with the area of responsibility.
  • Providing strategic direction, leadership, and support department staff in the execution of their day-to-day functions.
  • Providing support in the development of Division goals and objectives.
  • Supporting staff and personnel development for goal alignment, prioritization of work and coaching for effective performance.
  • Reviewing business cases for staff hiring and purchasing equipment.
  • Managing the assets and human resources relating to OSH and Construction and Contractor Management and supporting the vision, mission, and strategic actions.
  • Managing and fostering effective relationships with internal or external stakeholders.
  • Building relationship links within functional areas of Capital Projects and Contractor Management and with CNL departments such as HSSE, finance, program office, purchasing, IT and Human Resources.
  • Developing formal and informal networks of contacts and professionally associates with suppliers to meet the various project needs.
  • Building productive working relationships with all staff to meet all goals.
  • Managing all aspects of the staffing and performance of resources.
  • Developing, recruitment and retention, training, performance management, motivating and effectively utilizing staff to achieve objectives, approving time, financial approval and successful delivery of contract project deliverables and milestones.
  • Directly supervising non-union staff and responsibility for field oversight.
  • Other duties as assigned by your manager.

  • Experience:
  • Occupational Safety and Health (OSH) experience in positions of increasing authority, leadership and responsibility is an asset, as well as experience leading others and achieving objectives through the efforts of those not necessarily in his/her sphere of control and a proven record in demonstrating leadership of technical organizations dealing with a diverse group of internal and external customers.
  • Knowledge of applicable regulations and standards and ensures proper application.
  • Strong understanding of Change Management concepts and experience leading change initiatives.
  • Education:
  • Seasoned leadership experience complemented with strong problem solving and analytical skills is essential for this position and would usually be gained through a combination of formal college/university education and extensive experience in managing and understanding the conflicting requirements of a broad range of customers in a construction integrated project environment.
  • Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.

Working Conditions:

  • Travel will be required, as necessary, to meet the Program goals with the expectation of management field presence.
