WHAT QUALIFICATIONS DO YOU BRING
- Your education will consist of a completed University Degree, or College Diploma in a related discipline (i.e., Civil Engineering, Quantity Surveying, Contract/Construction Law, Business Administration, etc.) or a combination of education, training, and experience deemed to be equivalent.
- Additionally, certification as a Construction Contract Administrator (CCCA), Project Management Professional (PMP), Professional Engineer Ontario (P.Eng.), Certified Engineering Technologist (C.E.T.), Royal Institute of Chartered Surveyors or similar designation is considered as an asset.
- Your application will reveal experience of construction contract administration and claims management techniques and practices in a large multi project complex construction and infrastructure environment.
- Your application will also reveal extensive experience in the interpretation of contract law, and Ontario legislation (e.g. Construction Act, Professional Engineers Act, Canadian Construction Documents Committee documents, bespoke contract documents, specifications and drawings, and legal statutes and proceedings).
- Your application will demonstrate proven experience in managing projects and contracts in a multi-functional environment
- Your application must reveal knowledge of quality assurance and quality control principles, practices and methods to lead the implementation of controls for contract management processes.

- You must also have knowledge of risk management systems and processes to identify and mitigate risk; Recognized organizational and research skills to conduct research into current trends, leading practices, tools and technologies.

Responsibilities:
- You will be directly reporting to the Head, Commercial Management, and you will be responsible for all post contract commercial management responsibilities, including providing specialist commercial advise, guidance and recommendations to mitigate commercial risks. This role is to support the Engineering, Construction and Enhancement team in their portfolio of capital projects to develop, improve and expand the network.
- You will be responsible to line manage a team of Senior Contract Administrators and Contract Administrators, providing them guidance and support to undertake their roles and responsibilities effectively.
- You will also manage the assessment and valuation of contractor applications and handle payment certification in line with the relevant legislation, TTC processes and contractual terms. Challenge cost components when necessary, conduct audits as required, and ensure valuations align with agreed site progress.
- You will draft suitable commercial correspondence and contractual notices in accordance with contractual conditions. Ensure proper retention and archiving of commercial records upon project close-out.
- You will identify and closely monitor contractual risks, constraints, and contingencies to avoid or mitigate additional costs, penalties and delays.
- You will assist the business area, program and project teams in promptly identifying any breaches of compliance with corporate governance and regulations.
- You will work closely with the finance teams and the Project Management Office (PMO) to advise on the performance of cost reporting compared to forecasts and budgets for all assigned projects, covering aspects such as Cost Forecasting, Anticipated Final Cost, Cost of Work Done, Gross Billing, and Current Contract Value.
- You will continuously support and monitor claim prevention strategies, plans and actions to protect the TTC’s best interests and reputation, including responsibility for the change and claims process.
- You will also monitor, oversee, and report on the commercial aspects of designated projects. Alert the Project Manager or Business Unit Manager, to any issues and suggest mitigation strategies at the earliest opportunity.
- You will execute final account settlements and internal reconciliations for project close-out within specified timelines and liaise closely with the finance team to ensure this is reflected in their respective close-out process.
- You will participate in lessons learnt workshops at the end of every contract, or before the re-procurement of a contract, to ensure that the appropriate contracting strategy and contractual clauses are applied to reduce risk and protect the interests of TTC.
