About us
The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department’s relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the role
The Community Engagement unit sets and drives the strategic direction for community engagement and education in QFD. The team is responsible for providing strategy, policies, and resources to ensure a contemporary and consistent approach to community engagement and education programs, such as: Fire Ed; Fight Fire Fascination; Road, Attitudes and Action Planning; SafeHome, and will work in conjunction with key stakeholders to ensure Queensland communities are engaged in a meaningful way about fire safety, and other matters relevant to QFD through designing and facilitating education and training programs to build community capability to prevent, prepare for, respond to, and recover from emergency events.
Reporting to the Executive Manager, you will manage a multi-disciplinary team responsible for supporting the community focused safety educational and awareness programs and resources to ensure Queenslanders have clear and easy access to information about the department’s services and programs, including Fight Fire Fascination and Road Attitudes and Action Planning. You will contribute to the development, monitoring, implementation and reporting of statewide resources, systems, tools, and processes to support programs and practitioners in the delivery of adaptive contemporary community engagement.

  • Experience in managing strategic direction within a complex and challenging environment.
  • Experience in portfolio, program, change and/or project management would be highly desirable.
  • Experience in community engagement methodologies and practice, such as IAP2.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead and manage the planning, development, and evaluation of strategic policy, procedures, frameworks, tools, and programs to ensure effective and consistent delivery of services and implementation of community safety and community engagement initiatives.
  • Manage and coordinate the development and maintenance of public education resource materials and tools, suitable for a range of education and awareness environments i.e. on-line, electronic, and print to provide information and develop community resilience and support the delivery of training.
  • Manage and coordinate statewide data analysis and reporting relating to community engagement activities, and monitor the effectiveness of community education programs, initiatives to achieve planned outcomes within the community.
  • Provide high-level advice to senior management and key stakeholders relating to contemporary and emerging community engagement issues, trends, and approaches to enhance community outreach and support effective decision making.
  • Provide project management and project delivery services for community engagement transformation initiatives, including impact assessments in partnership with business leads.
  • Build and maintain partnerships and networks with key internal and external stakeholders to assist with meeting organisational objectives and contribute to effective community engagement and education programs.
  • Prepare high-level departmental reports, submissions, budgets and other correspondence on a range of complex and confidential issues relating to community engagement, in accordance with departmental requirements and governance.
  • Manage the functions of the team, fostering teamwork and managing human resource and financial management activities, and assist in the ongoing developing of staff through performance, planning and review.
