Role Overview
CMHA, Halton Region (CMHA Halton) is seeking a full-time Manager of Crisis Services. This is an integral role that is responsible for providing oversight to the following crisis programs: Community Outreach and Stabilization Team (COAST), Crisis Outreach and the national 9-8-8 Crisis/Suicide Prevention Line. We are seeking an experienced leader to transform the way people in crisis access support for suicide prevention and during times of emotional distress.
Significant work has been undertaken across the crisis continuum in Halton to simplify access and ensure that people receive service at the ‘right time’ with the best organizations for them. The successful candidate will have a passion for improving the health of our community while working to empower a diverse team. Our ideal candidate would be an individual who is responsive, compassionate and comfortable directing and leading systems change across the crisis landscape.

Key Responsibilities:
a) Strategic Leadership
- Bring a strategic lens and thought leadership to pressing service design issues required to build a continuum of crisis care in community-based mental health. Your approach is motivated by a need to create equitable health access that removes barriers to care, informed by the input of clients with lived experience, and adaptive of an ongoing service environment that is both virtual & in-person
- Represent CMHA Halton at regional crisis tables to drive the sector forward with key sectors, such as, justice, hospital and primary care
- Conduct ongoing environmental scans for opportunities or risks to CMHA Halton’s crisis programs, and strategize how to respond or mitigate, respectively.
- Support funder applications or expressions of interests that onboards crisis programming into the Halton Region that advances our vision of creating “mental health for everyone” while being innovative and meeting service gaps
- Guide the delivery of our Diversity, Equity, Inclusion & Access (DEIA) strategy across all crisis programs and services
B) SERVICE/PROGRAM DELIVERY
- Support the planning, implementation and delivery of all objectives and deliverables
- Manage day-to-day operations in conjunction with the Crisis Team Lead across crisis programs through daily team reporting and crisis care meetings
- Ensure the delivery of services in accordance with the mandated, funded, legislated and accredited standards
- Implement best-practices and evidence-based standards as it applies to the continuum of crisis intervention and outreach management in mental health and addictions
- Work with the Finance department to be accountable for and understand the budgeting processes in order to meet Ministry and funding requirements for crisis service mandates.
- Provide consultation in decision making and problem-solving regarding clients with complex mental health presentations in the community and help triage needs
- Monitor and review outcomes targets across all respective crisis programs and services
c) People Leadership
- Committed to maintaining an optimistic, strength-based approach with respect to those we serve, partner organizations, and colleagues
- Bring an understanding in relevant best practices in clinical service provision, client service delivery approaches and crisis program design.
- Ensure regular feedback is provided to all team members in areas of triage, risk assessment, crisis intervention documentation and report writing
- Lead the design of new staff orientation, training and coaching in collaboration with the Director of Services and the Crisis Team lead.
- Complete and conduct performance evaluations for all staff under their direct supervision in conjunction with the Crisis Team Lead
d) Quality, Safety & Risk Management
- Provide input and evaluation to the Director, Services and Clinical Transformation to promote program advancement and quality improvements/assurance and provide opportunities for staff input for improvement
- Work closely with the Crisis Team Lead to identify development opportunities and collaborate on staff needing/seeking professional assistance in specific areas or skills
- Coordinate to identify COAST/9-8-8 responses and resources needed as a result of daily/weekly Halton Region Police Service meetings
- Provide staff with ongoing mentoring in their work towards meeting the highest quality and safety of client services
- Responsible for reviewing and maintaining quality records and documentation on all clients associated with the programs, while respecting privacy laws (consent and confidentiality) within the agency
- Ensure compliance with the Personal Health Information Act (PHIPA) in relation to program and organizational practices
- Work closely with Quality Improvement, Decision Support and IT roles to support the design and implementation of specific service enhancing projects and change management processes for continuous service improvement.
QUALIFICATIONS:
- University degree in a health care, social services or nursing related discipline is required
- Must be Registered with the OCSSWSW, CNO, CRPO, CPBAO, or other relevant regulating college
- Master’s degree is considered an asset
- A minimum of two (2) years experience in a prior leadership role is required
- At least five (5) years of relevant experience in mental health and addiction services preferably in a community health setting
- Ability to provide effective clinical guidance through consultation, modeling and demonstration to employees
- Experience in or ability to lead equity, diversity and inclusion practices in service provision and the work culture
- Ability to communicate effectively, both orally and in writing
- Knowledge of the healthcare environment including regional and provincial mental health and addiction system
- Knowledge of current provincial mental health policy and applicable legislation.
- Effective leadership skills, with a strong focus on mentoring, motivating, and engaging employees
- A well-defined sense of diplomacy, including negotiation and conflict resolution skills.
- Knowledge of Privacy Laws and relevant mental health legislation including the Mental Health Act is required
- Well-developed critical thinking, problem solving and decision-making skills
- High degree of computer literacy including programs such as MS Office, prior experience working in Client Information Systems (i.e. EMHWare) is an asset
- Position requires the ability to see staff at a variety of CMHA Halton locations within the community and a valid Ontario Class “G” driver’s license and use of a vehicle is required
