POSITION DESCRIPTION

The Manager of Decision Support is responsible to lead and manage the operational and technical responsibilities of Decision Support team which includes Clinical BI, and Decision Support, performance measurement and scorecards, reporting and benchmarking to ensure the completeness, accuracy/quality and timeliness of data and reporting across the organization for evidence-based decision-making.

MINIMUM REQUIREMENTS:

Formal, Minimum Education Requirement:
University degree in a Health-Related Discipline or Information Systems

Previous/Related Experience:

  • 5 or more years of experience in Healthcare/ hospital data analytics and case costing
  • Proficiency in all aspects of case costing management (audits and data quality reviews, cost allocation calculations, yearly submission process as well as maintenance of the system), OCCI requirements and methodologies
  • Ability to engage stakeholders, understand business objectives/requirements, develop performance measures and design reports and analytical tools tailored towards stakeholder and organizational needs to establish trends and help draw valid conclusions.
  • Provide leadership and clinical analytical expertise in the integration of relevant information to facilitate the achievement of favorable and measurable outcomes
  • Demonstrate expertise and experience in decision support, clinical Business Intelligence and analytics, case costing, performance measurement and reporting, as well as benchmarking.
  • Knowledge of MOHLTC policies and funding methodologies, e.g. HBAM, QIP requirements, MIS guidelines, CIHI data and reporting (DAD, NACRS).
  • Provide reports and analytics from CIHI Portal and Intellihealth and ID BI systems
  • Strong statistical and analytical skills
  • Proficiency in MS Office (Excel, Word, Access and PowerPoint), Crystal reports, SQL, Qlikview, PowerBI and other statistical applications
  • Demonstrate excellence in communication, ability to manage multiple projects, critical thinking, leadership and teamwork.
  • Demonstrate excellent written, verbal and presentation skills
  • Ability to lead, motivate and manage staff to meet desired performance standards congruent with SickKids¿ mission and values
  • Provide leadership in the development of an infrastructure such as BI Applications to allow ongoing evaluation of clinical processes and identified performance indicators.
  • Support measuring appropriate indicators and providing analytical expertise to allow for monitoring the quality of care while helping clinical programs/stakeholders achieve their financial and clinical targets.
  • Liaising with clinical Programs, Health Information Management, Finance, Human Resources, IS, Epic and other departments to support optimal utilization of information (clinical and case costing) to support evidence based decision-making.

Responsibilities:

  • Manage the daily activities of the Decision Support and Clinical BI teams:
    o Enhancement and maintenance of decision support tools and reports

o Oversee all data quality maintenance (CDM) , new builds, enhancements and quality process for clinical Business Intelligence System (QlikView)

  • Responsible for addressing, supporting and resolving Epic data quality issues with Epic and Data warehouse teams by participating in Data Quality committees
  • Work with DS team to map and manage priorities to ensure achievement of all Decision Support portfolio goals and objective based on the organizational Strategic Plan.

o Clinical and costing analytics and reporting (Standard and ad-hoc)
o Scorecards; Corporate, Program, Unit, Non-Clinical

o Clinical BI Apps (QlikView)

  • Responsible to provide support to facilitate the achievement of SickKids business objective and quality improvements through quantitative reporting, data interpretation and information management as well as collaboration in strengthening the partnership between internal and external stakeholders.
  • Manage the processes to support leadership and clinical programs with data and analytics to achieve evidence based decision making, clinical initiative, strategic planning activities and costing.
  • Co-Lead and manage with Program Manager for Case costing the development of policies and procedures related to utilization of the case costing information strategy and data compliance with OCC/MIS/OHRS guidelines

o Support continuous development, implementation and management of data quality audit plan in collaboration with functional case costing feeder departments and Epic team to support data extracted from Epic and other sources

  • Responsible for the organizational education and training regarding BI Clinical Applications and Scorecard (Ember Metrics) development
  • Support the culture of performance measurement, management and benchmarking at all levels of the organization, and facilitate organizational access to all relevant data and reports.
  • Responsible to support all organizational initiatives reporting requirements such as and not limited to Strategic Planning, Project Horizon, SKI/IPO and case for supports to the MOHLTC
