JOB SUMMARY

The Manager, Design and Construction is responsible for leading and supervising a team of engineers, consultants, contractors, and project managers as they lead both internal and external construction projects from initial concept to completion. The role will coordinate within CN to ensure project objectives are met and requirements for construction clear. External coordination with stakeholders and regulatory agencies also required.

REQUIREMENTS

Experience

Design and Construction

  • Between 7 to 15 years of experience in construction

o Experience in managing and mentoring junior staff
o Experience with electrified (overhead catenary) railways*
o Experience in combined traffic railroad corridor design and construction*
o Experience in track survey, track design, bridge design, and specification writing*

o Railway experience (Passenger and Freight)*

  • Any experience for these above would be considered as an asset

Education/Certification/Designation

  • Bachelor’s Degree in Civil Engineering
  • Professional Engineer designation (P.Eng.)
  • Valid Driver’s Licence

Responsibilities:

Project Management

  • Coordinate internal and external capital expenditure projects
  • Handle projects with both internal and external stakeholders
  • Coordinate and handle capacity upgrade and other projects for internal functions
  • Contribute, present, and receive approval for the costing and estimates for projects
  • Handle internal stakeholders to ensure that projects meet requirements by using appropriate resources
  • Work with external stakeholders and other railroads to review and comment on designs and complete construction projects
  • Collaborate with and support the Manager, Public Works during negotiations with local municipalities regarding project elements
  • Collaborate with and support internal engineering projects and designs

Project Tracking

  • Ensure that projects are completed within established timelines as defined with internal stakeholders and within budget
  • Collaborate with the Track, Bridges and Structures, Flagging, and Signals and Communication teams to ensure that projects are meeting the established milestones
  • Handle the external stakeholders such as customers, government agencies, regions, and municipalities during the construction projects

Assistance and Technical Support

  • Collaborate with other functions on construction projects within CN
  • Provide internal assistance and guidance to support completion of construction projects with other internal functions
  • Aid on general design principles, engineering drawings and ensure that specifications are accurate
  • Provide technical support and coaching to Operations on track geometry, track layout or any concern raised by the track team
  • Review and comment on plans and drawings

Operational Issues

  • Resolve internal issues and provide visibility to upper management
  • Respond to emergencies such as operational issues, service disruptions including derailments, washouts, as well as other natural disasters and provide command center support during emergencies as needed
  • Perform strike duty in the event of a strike by unionized CN employees

Working Conditions
The role is performed in a combination of office and field environments with a regular work week from Monday to Friday. The incumbent is required to walk on uneven ground, climb up steep embankments, and walk long distances. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires regular travel (up to 50%) within the territory with potential to be away for periods of time depending on the projects being delivered. The role requires being available on-call 24/7 to respond to critical incidences and working long hours and weekends occasionally to complete projects.
