Oversees residential living sites, supported independent living and community participation programs that provide direct support services to meet the individualized needs of adults with developmental disabilities. Provides leadership and direction to ensure the efficient daily operations of Developmental Services (DS) Programs with an emphasis on opportunities that promote social inclusion, and community participation in alignment with YWCA mission, vision and values. The Manager, Development Services is responsible for the budget allocation, fund reporting, service delivery, reporting and management of supervisors and unionized staff.

  • Manages and monitors the effective day to day operation of the Developmental Services department;
  • Provides leadership, direction and supervision in the expansion of services and the delivery of direct supports and activities to adults with developmental disabilities;
  • Oversees and manages residential group living, supported independent living programs and community participation programs for adults with developmental disabilities and mental health diagnosis;
  • In partnership with Program Supervisors, conducts compliance reviews, financial audits, binder audits and ensures staff provide direct support services to meet individual needs;
  • Manages the successful delivery of day programs (e.g. adult day activities, passports, community support programs, the Snoezelen room, etc.) including program planning, development, operations and evaluation;
  • Ensures program outcomes are achieved according to set targets and quality standards; conducts site visits, monitors programs and projects to mitigate risk, ensure compliance with policies and procedures; escalating to Director as required;
  • Manages the marketing and promotion of programs and activities; working with Director, and other departments including Development and Finance;
  • Prepares reports for the Director on activities and outcomes of all programs;
  • Demonstrates and models strong leadership behaviours as a member of the management team;
  • Directly manages DS Program Supervisors, indirectly manages 120-150 employees including recruiting, training, monitoring and evaluating performance;
  • Supports the team in managing the impact of vicarious trauma when working with clients at risk;
  • Provides non-union and unionized staff with guidance and advice on residential matters and programs; handles client conflicts and escalations;
  • Establishes functional objectives; matters concerning policy change discussed with Director;
  • Identifies and prioritizes challenges; escalates as required;
  • Manages and monitors department budget within signing authority and established policies and procedures;
  • Facilitates training courses for YWCA Hamilton;
  • Work collaboratively with funding bodies and service delivery partners;
  • Investigates and cultivates opportunities for additional funding sources (grants) and community programs as required;
  • Responsible for external fund development and supports proposal writing, reporting and presentations;
  • Communicates, consults, educates and influences stakeholders (e.g. funders/sponsors, employers);
  • Represents the YWCA Hamilton at community events and on relevant committees (e.g.); often in an advisory role;
  • Ensures that service expectations for professional communication, documentation and recordkeeping are maintained at a high standard;
  • Maintains high level of confidentiality when working with sensitive and personal client disclosures, employee information and contract information;
  • Knowledge and understanding of factors influencing under employment in different social groups, particularly women and newcomers, and keeps current on sector developments and trends;
  • Fosters a safe and healthy work environment; ensures employees comply with health and safety standards that meet or exceed legislated requirements;
  • Supports YWCA Hamilton mission, vision and values;
  • Perform other duties as required.

QUALIFICATIONS

  • Completion of 3 years university in social services or human services or equivalent;
  • Minimum 5 years’ experience working in the non-profit sector in social services, with a minimum of 2 years management experience with demonstrated leadership skills;
  • Experience with Ministry of Children, Community and Social Services (MCCSS) Compliance Standards/Quality Assurance Management (QAM) is an asset;
  • Exceptional interpersonal and communication skills;
  • Proficiency with Microsoft Office Programs;
  • Must provide a current Vulnerable Sector Police check or willingness to obtain at own cost;
  • Must have current Standard First Aid and CPR C certificate or willingness to obtain at own cost;
  • Ability to lead from a feminist, anti-racist / anti-oppressive perspective to day to day work and strategic planning;
  • Ability to work a schedule that includes on call 24/7;
  • Bilingual English/French or other languages an asset.
