QUALIFICATIONS:

To be successful in this position you will need a diploma in Human Resources along with at least seven years’ experience in a labour relations or human resource role in a unionized work environment.

  • Demonstrated expertise relating to the principles and theories of human resource management with expert knowledge of Saskatchewan labour laws and related legislation.
  • Experience in a HR management role with proven leadership capabilities.
  • Experience in recruitment/staffing in a unionized environment.
  • Demonstrated proficiency in interpreting collective agreements and resolving grievances.
  • Experience in explaining complex policies and procedures.
  • Skilled negotiator with experience at the bargaining table.
  • Experience with HRIS software, preferably Oracle Human Capital Management.
  • A criminal record check is required.

Responsibilities:

WHAT YOU’LL DO:

Reporting to the Executive Director, Human Resources, this position manages labour and employee relations, recruitment, compensation, job evaluation, safety and human resources policy development activities for the corporation.

  • Provide day- to-day direction and leadership to the human resource consultants, health and safety consultant and the unit administrative support clerk.
  • Plan and coordinate processes relating to contract negotiations, including research and costing proposals, drafting collective agreement language and compiling of collective agreements and letters of understanding.
  • Act as chief negotiator for the collective bargaining process as well as any in-term negotiations.
  • Provide advice and information to managers on the interpretation and application of the collective agreement and on workplace legislation and policies.
  • Provide guidance to managers on workplace accommodation issues.
  • Oversee the daily management of the recruitment team and develop and implement recruitment and retention strategies
  • Responsible to oversee the implementation of a safety management system and associated policies.
  • Review the appropriateness of disciplinary and non-disciplinary actions and monitor discipline to ensure corporate consistency.
  • Provide advice and guidance to managers on employees’ performance issues.
  • Coordinate and support the grievance handling process, ensuring compliance with contractual timelines.
  • Analyze data, conduct research and prepare reports on a variety of labour relations, recruitment/retention and compensation issues.
  • Research, cost and recommend out-of-scope benefits, salaries and performance pay to the President and Chief Executive Officer and Executive Management
  • Develop new and amend existing human resource policies and communicate these to staff.
  • As a member of the HR management team, participate in the planning of HR strategy, programs, policies and processes and act as a champion of these when implementing them.
  • Responsible for the administration of both the union-management and the out-of-scope job evaluation plans.
