HOW DO I QUALIFY?

  • University graduate in the field of Computer Science, Information Technology, Business Administration or a related discipline with a minimum of eight years related experience or an equivalent combination of education and experience.
  • Public sector experience preferable, in a Business Intelligence, people and project management role.
  • Project management credentials (PMP) preferable and Change Management training or designation and related courses on data management considered an asset.
  • Demonstrated management competencies including leadership, human resource management, budgeting, planning, decision making, collaboration, coaching, mentoring, contract management and achievement of results.
  • Proven experience in establishing and leading an enterprise-wide Data Management Office or similar function.
  • Strong knowledge of physical data architecture options such as enterprise data warehouse, data federation, hub & spoke architectures, independent data marts is an asset.
  • Excellent leadership and communication skills, with the ability to collaborate effectively with stakeholders at all levels.

Responsibilities:

  • You will build, establish and sustain the Enterprise Data Management function, framework and services from the ground up, creating policies, procedures and standards to govern data management practices across the organization for the data lifecycle.
  • Establish organizational support for the data governance program and communication and educate user communities on the purpose of data governance and drive adoption of data governance practices
  • Aligns the organization’s data management efforts with the Town’s corporate and departmental objectives and priorities, in collaboration with departmental and sectional leaders.
  • Develop and continuously improve an enterprise-wide data governance program to ensure high-quality information through out the town’s systems and operations
  • Define the roles and responsibilities related to data governance policy adherence and maintains principles, policies, standards and procedures that dictate how data is managed throughout its lifecycle at the town.
  • Supporting data integration, data management and reporting by identifying the technologies that best serve the Town’s operational and decision-support needs.
  • Serves as a liaison between the functional areas and information technology to ensure data-related business requirements for protecting sensitive data are clearly defined, well understood and integrated into operational prioritization and planning.
  • Work closely with IT teams and enterprise data architects to develop and maintain a robust data architecture that supports data integration, data storage, data modeling, and data lifecycle management.
  • Lead all aspects of change management, training and education related to the introduction and ensure the organization is prepared for changes in data management processes and systems by delivering training programs on data governance, quality and data management best practices. Communicating new data management initiatives.
  • Leading a cross-functional team that maintains data governance and data architecture, ensuring that decision-makers have access to quality data, and that data is secure and managed as an organizational asset.
  • Track and report on the performance of the data management framework to ensure effectiveness and alignment with organizational goals, maintaining data quality scorecards, compliance metrics and key performance metrics
