We are currently seeking applicants to join our team as Equal Opportunity Manager. This role serves the agency in the following ways:
- This position is designated by the Secretary as the Equal Employment Opportunity/Affirmative Action (EEO/AA) and the Disadvantaged Business Enterprise (DBE) Liaison Officer for FDOT and is responsible for administering all aspects of the Department’s EEO/AA and DBE programs.
- Leads and directs the Florida Unified Certification Program; certifies firms as DBEs in compliance with federal regulations; prepares a DBE Program Plan; collects the necessary data to measure DBE goal attainment in compliance with federal guidelines; reports monthly DBE achievement to the Executive Board.
- Develops an affirmative action plan for the Department; conducts investigations on discrimination and sexual harassment complaints; works with Department managers in developing and implementing EEO/AA policies and procedures; works with outside entities such as Federal Highway Administration (FHWA), Florida Commission on-Human Relations and the Equal Employment Opportunity Commission on EEO/AA issues.
- Administers the EEO Contract Compliance and On-the-Job Training Programs; prepares the annual EEO Program Plan for the FHWA and FTA; develops procedures and provides guidance for technical assistance and training to the district contract compliance managers and resident compliance specialists.
- Prepares a Title VI Program Plan and Accomplishments Report for FHWA.
POSITION DESCRIPTION:

KNOWLEDGE, SKILLS AND ABILITIES: Ability to collect, evaluate and organize data in a logical manner and provide oral and written reports. Ability to comprehend statutes, rules and regulations and apply the theory to actual situations. Skill in reviewing data and identifying incomplete or inaccurate information; Ability to use various computer applications and programs (Equal Opportunity Reporting System, Access, Excel, Word, etc.). Knowledge of techniques for effectively dealing with people in a tactful and courteous manner. Knowledge of interviewing techniques. Skilled in interpreting and applying federal regulations. Knowledge of Title VII of the Civil Rights Act and other EEO related laws and regulations. Ability to adapt quickly. Strongly motivated. Seeks solutions. Ability to communicate and mediate. Proficient public speaking skills. Can tackle challenging situations, processes, and projects.
