Commercial Department
The Cost and Commercial Department if a central function in the Development Management team. It is responsible for the providing support services and structure to our stakeholders and development teams to ensure a smooth transition to operation and customers. This central function can ensure the key stakeholders are engaged in the decision-making process to align long-term operational sustainability with value engineering and cost metrics to deliver products aligned with corporate goals. This approach empowers each member of the team to drive high- impact decisions and even more impactful results.
Position Overview
Vantage is looking for an ambitious, detail-oriented, hands-on Preconstruction Estimating Manager to support construction projects and programs with a focus on pre-construction estimating and cost optimization at a programmatic level. You will have the unique opportunity to provide immediate feedback response to cost savings opportunities and alternate technology evaluation. You will also be responsible for take-offs, estimates, proposal review and change order review. You will support the construction team in providing professional cost analysis and cost estimating capabilities. You will also be leading the cost model and market updates workstreams, benchmarking and QA review of estimating.

Essential Job Functions

• Ensure Business case costs are developed using sound principles and the approved cost model, to include all site adapts and site specific costs and opportunities
• Maintain and control cost model tools and data to underpin sound business case costings, top down targets and benchmark data to support business intelligence and sustained growth
• Manage independent internal take-off and cost estimates from conceptual ideas and plans to an established construction budget and serve as a subject matter expert to others on cost estimating activities
• Review complex contractor cost estimates; ensure continued maintenance and application of unit rates to quantities and validate estimates
• Deliver Project specific budgets (with site adapts) for baseline business case and delivery success
• Review OFCI costing and collaborate with OFCI department to ensure cost are robust, up to date and scope gaps are identified and closed
• Review risk tools and risk reports to validate and suggest improvement areas
• Ensure all project work scope has been included in the project estimates; verify all scope, durations, and assumptions included in each estimate and authorize the release of every estimate
• Develop new tools for commercial management of projects and program alongside and in collaboration with stakeholders
• Manage commercial suppliers as are delegated to you by your Line Manager, this will pertain to tools and services in relation with program works
• Support training initiatives and continuous improvement initiatives

Duties

• Deliver robust cost estimates, studies, analyses, and evaluations, at all levels of project development, with heavy focus on conceptual planning and pre-construction phases
• Provide various cost analysis, data gathering, and data analytics specific to the cost of work for construction
• Collaborate, support and ensure the delivery Project specific budgets (with site adapts) for baseline business case and delivery success, on time with clear unambiguous data
• Cost estimating value engineering options at project and program level, as delegated
• Develop business case submissions – based upon cost plans
• Analyze drawings, specifications, proposals, and other documentation to prepare/review/comment on time, cost, and labor estimates for projects
• Perform quantity take-off as a separate validation of contractor pricing in a manner and level of detail consistent with the project goals
• Review contractor and subcontractor GMPs and change order estimates
• Review and implement lessons learned to ensure estimating data is accurate and competitive
• Review, evaluate and negotiate non-OFCI material quotes as needed
• Understand and manage competing priorities in a fast-paced environment
• Develop and maintain relationships with subcontractors / partners
• Maintain tools, templates and metrics for use in cost modelling, benchmarks and top-down targets
• Whole Life Cycle Costing development of tools and implementation of practices

Job Requirements

• Bachelor’s degree in quantity surveying or equivalent combination of education and 10 years related experience
• Data Center experience is preferred, but not required
• Understanding of all engineering scopes, including electrical, mechanical, structural, and civil
• Knowledge and experience of technical processes, engineering standards, state and federal codes, analyzing data, generating reports for internal and external review and comment
• Knowledge of and experience using cost/estimating computer applications
• Knowledge and experience of managing multiple projects, and / or at program level
• Developer Experience and advantage
• Experience preparing/reviewing contingency evaluation, durations, escalation, reconciliations for estimates
• Experience preparing business cases and cost estimates for whole projects
• Experience of managing programs or portfolios
• Ability to interpret construction phasing and build management plans, drawings, sketches and specifications
• Expert knowledge and extensive experience using Microsoft Office software tools, such as MS Project, Excel, PowerPoint, SharePoint, and Word, to be utilized in managing and reporting estimate throughput, status and manpower allocation
• Travel required is expected to be less than 20% but may increase over time as the business evolves
