Description:
JOB SUMMARY
Manage team of approximately 5-6 planning professionals that develop and operationalize the city’s affordable housing policies and incentive programs for both residential and non-residential development.
SKILLS AND QUALIFICATIONS
- University Degree in Urban Planning or related discipline with a minimum of ten years professional experience
- Membership in the Ontario Planners Institute and Canadian Institute of Planners is preferred
- Land economic experience is an asset
- Experience working on public-private housing projects considered an asset
- Knowledge of provincial planning legislation, policies and plans
- Demonstrated experience working with government housing programs
- Highly developed problem solving, research, analytical, report writing, communication, organization and project management skills are required
- Strong project management and time management skills with the ability to lead staff while also performing independent tasks.
- Knowledge of development planning trends, market conditions and forecasting
- Proficiency in with Microsoft Word, Excel and PowerPoint is required.
- Demonstrated ability to achieve project objectives in a timely manner
Hourly Rate/Salary: $ 130,623.00 - $ 174,164.00
Hours of Work:
Work Location: Civic Centre in office minimum three days per week

Responsibilities:
- Assign and manage the work of Planners, Planning Associates, Researchers and consultants in conducting research and analysis on the local and regional housing context, policy planning related to development and implementation of housing objectives, program development and other special studies such as housing demand and need.
- Manage the development and amendment of new official plan and zoning policies related to affordable and below market housing.
- Responsible for any updates to the city’s existing community improvement plan incentives for targeted housing and non-residential development (i.e. major office).
- Review financial incentive requests received through community improvement plans.
- Review and approve inclusionary zoning proposals and manage by-law updates.
- Set up and refine processes for inclusionary zoning, rental housing protection and CIP applications.
- Manage the city’s affordable housing reserve fund.
- Work within an interdepartmental team to look at housing opportunities on city owned lands.
- Lead Planning’s involvement on the rental protection by-law and any future renovation eviction by-law.
- Manage responses to provincial/federal grant applications for housing initiatives.
- Key city contact person coordinating with the Region of Peel, the affordable housing service manager, on Peel owned housing projects and their incentive programs.
- Research, analyze, monitor and report on housing data, trends, legislation and government/agency initiatives.
- Develop and conduct effective consultations with other professionals, development stakeholders, the public and interest groups.
- Review and prepare reports on housing related matters to City Council and Committees of Council.
- Collaborate with other City staff (e.g. Development and Design, Finance, Enforcement, Facilities, Legal Services) to implement housing initiatives.
- Represent the City Planning Strategies Division on inter-department and inter-agency projects.
- Testify before the Ontario Land Tribunal (OLT) as an Expert Witness.
- Write reports, summaries, fact sheets, briefing notes, memoranda, web and other media content to communicate information.
- Liaise with applicants, Mayor and Councillors, City staff and other parties.
- Perform other related duties as may be assigned.
