Job Summary
The Manager, Human Resources Compliance is responsible for ensuring Human Resources (HR) standards and policies are upheld in compliance with CN and within the Canadian regulatory framework. The role supports the fulfillment of the Company’s obligations with respect to human rights, equity, privacy and employment standards, as well as associated reporting processes. The incumbent collaborates with other departments inside CN and external regulators in order to mitigate compliance risks. The role is vital for maintaining legal compliance and fostering a fair and safe workplace.
Main Responsibilities

Regulatory Reporting

  • Prepare and file annual excess hours permit applications as well as monthly compliance reports with Employment and Social Development Canada (ESDC)
  • Monitor compliance on a quarterly basis with Engineering department stakeholders
  • Prepare and file monthly reports on emergency overtime hours as required under the Canada Labour Code, as well as monthly reports to union leaders
  • Prepare and file annual Employment Equity (EE) reports (e.g., statistical and narrative) with ESDC under federal pay gap reporting regulations
  • Prepare and file reports required under the Official Languages Act, including annual statistical reports and biannual narrative reports
  • Prepare and file annual progress reports and plans as required under the Accessible Canada Act

Internal Monitoring and Reporting

  • Monitor conflict of interest disclosures and ensure appropriate follow up by the HR team
  • Work with the HR Center and CN Law to respond to employee record access requests
  • Act as the HR liaison with CN Law and outside counsel on all Office of the Privacy Commissioner complaints and monitor the privacy coordinator mailbox and respond to or redirect messages
  • Monitor internal initiatives in support of CN’s Accessibility Plan and monitor the accessibility mailbox and respond to or redirect messages

Special projects

  • Support and participate in initiatives to implement changes required by new or modified employment legislation or regulations

Working Conditions
The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.
Requirements
Experience

Human Resources

  • Between 5 to 10 years of experience in HR working with employment standards, or other relevant regulatory statues
  • Minimum 5 years of experience in an office setting

o Experience in interpreting federal employment legislation and regulations
o Experience in building strong and positive relationships with stakeholders
o Experience in drafting narrative reports
o Experience in manipulating large amounts of data for reporting purposes

o Experience working for federally regulated employers*

  • Any designation for these above would be considered as an asset

Education/Certification/Designation

  • Bachelor’s Degree in Human Resources or a related field

  • Knowledge of CN’s network and operations*
  • Fluently bilingual both written and verbal (English, French)*
  • Any knowledge for any of the above would be considered as an asset
